The Information Systems Manager II is a countywide classification.

The current recruitment is to fill one (1) vacancy in the Public Works Department, though the eligible list established from this recruitment may be used to fill future vacancies throughout Contra Costa County as they arise.

About Contra Costa Public Works Department:

Contra Costa County Public Works Department (CCCPWD) maintains over 660 miles of roads, 150 miles of streams, channels, and over 200 County buildings throughout Contra Costa County. CCCPWD provides a multitude of services to the public throughout the unincorporated areas of Contra Costa County. The Information Systems Manager II (ISM II) is a key leadership role within the Public Works Department. Under the general direction of a Public Works Deputy Director, the ISM II plans, organizes, and manages the daily operations of the Information Technology Division including Application Development & Support, Systems Administration and Support, and Geographic Information System Teams.

We are looking for someone who is:

  • Providing management with adequate information for the overall department budget to prepare your group budget
  • Managing and building a strong team and managing projects
  • Planning, organizing the team, managing various systems, and applying change management procedures in rollouts of systems
  • Working closely with the applications team and making recommendations for training to help your team provide great results that ensure projects are implemented on time and within budget
  • Working with all County departments, their respective IT teams, and key organizational stakeholders, to improve Contra Costa County's cyber readiness and response capabilities

The eligible list established from this recruitment may remain in effect for six (6) months and may be used to fill future Information Systems Manager II vacancies in other County departments as they arise.

Minimum Qualifications

Education: Possession of a bachelor's degree from an accredited college or university with major course work in computer information systems, business administration, public administration, or closely related field.

Substitution for Education: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years and the completion of an AA degree that includes major course in computer information systems, business administration, public administration, or closely related field.

AND

Experience: Five (5) years of full-time experience performing information systems duties, two (2) years of which must have included supervisory and/or administrative responsibility in an automated information systems area for a medium to large size computer support facility.

Desirable Qualifications:

  • Possession of, or willingness to obtain, the Certified Information Systems Security Professional (CISSP) certification

  • Additional industry-recognized Information Security certifications

  • Experience in information security incident response

  • Security Operations Center (SOC) experience

  • Graduate-level degree in business, information technology, or information security

  • Experience managing or serving as a senior member of a cybersecurity team

  • Experience developing and communicating information to executive management regarding cybersecurity issues, strategies, and status

Selection Process

  • Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
  • Oral Interview: The oral interview will measure candidates competencies as they relate to the job. In the oral interview, candidates must achieve an average passing score of 70% or higher on each of the oral interview competencies, as well as an overall passing score of 70% or higher. These may include but are not limited to: Decision Making, Building & Maintaining Relationships, Coaching & Developing Others, Leadership, and Project Management. Tentatively scheduled: August 19, 2026 through August 23, 2026 (Weighted 100%)
  • Final Selection Interviews: These will be scheduled by the department once the eligible list is established.
