POSITION OBJECTIVE:   The Information & Eligibility Manager supervises, monitors, and supports staff responsible for client eligibility determination and data collection activities related to physical and electronic case file maintenance. This position serves as a liaison for Adoption, Foster Board, and GAP programs and functions as a Medicaid information resource.

 

ESSENTIAL FUNCTIONS:

  • Supervise and monitor Information & Eligibility Specialist (IES) staff, including activities related to Dependency, Adoption, and GAP.
  • Establish and maintain information management procedures specifically related to Dependency, Adoption and GAP.
  • Monitor, approve and supervise client eligibility activities for Medicaid and Federal Funds
  • Approve placement and payment information for Adoption, GAP and Foster Board
  • Monitor and approve data collection activities.
  • Perform quarterly Federal Monitoring Reviews.

·       Obtainandmaintainappropriatecasedocumentation(courtorders,case notes,correspondences,birthcertificates,socialsecuritycards,etc. todetermine client eligibility.

  • Perform IES and IEM training activities, including new staff onboarding, ongoing team training, Argos training, DCM orientation, and continued FSFN support.
  • Ensure accuracy of staff statistics by performing routine validation sampling.
  • Receives consumer and provider calls, log any complaints, respond to requests or assistance in a timely and effective manner.
  • Establish and maintain effective mechanisms to promote timely problem identification and resolution.
  • Establish and maintain ongoing quality improvement activity to monitor services and ensure they are delivered in an effective and efficient manner.
  • Establish and maintain effective mechanisms to monitor workload standards, service goals and priorities.
  • Assist the Director of Information & Eligibility with problem resolution and continuing quality improvement.
  • Provide coverage, monitor and approve data collection and eligibility activities, as needed
  • Demonstrate strong teamwork skills by supporting colleagues, sharing knowledge, and contributing to a positive work environment.
  • Facilitate routine staff and team meetings.

·       Set project standards, track progress, define requirements, and plan updates to ensure successful project management.

  • Participates in creation and annual reviews of Unit Policy and Procedure Manuals to ensure all policy and procedures reflect current state, federal and system of care requirements.
  • Attend regular IES team meetings, staff meetings, service center meetings, case management meetings, in-service trainings and conferences as needed.
  • Participates in the agency strategic plan & quality improvement processes.

QUALIFICATIONS:

 

REQUIRED:

  • Associates degree in a administration, management or human services field; or five (5) years of related professional experience
  • Supervisory or leadership experience
  • Rev Max or equivalent client eligibility determination experience
  • Strong knowledge of state and federal IV-E statutes and administrative codes.
  • Data management experience

 

PREFERRED:

  • Child welfare or related experience
  • Record management experience
  • Previous experience in a collaborative or cross-functional team setting

  • Ability to work independently with minimal supervision

SPECIAL CONDITIONS:

 

·        Thorough Background Screening upon hire including FBI, FDLE, Local Law check, Employment Reference check, DMV check, Criminal Records check, Social Security Trace & Drug Screening.  FDLE check will be run at least every 5 years.

·        On-call assignments- Yes

·        Travel- local: 60% per week, long-distance: 1% per month
