Duties Description Under the supervision of the Identification Specialist 2, the Identification Specialist 1 will be assigned to SIB's Missing Arrest Unit. Duties of the Identification Specialist 1 will include, but will not be limited to:

• Overseeing and obtaining Missing Arrests;
• Assisting courts as well as arresting agencies with obtaining and processing a missing arrest;
• Assisting arresting agencies with possible Livescan rejection or processing errors;
• Rectifying Missing Arrests that are in the Exception Tracking System;
• Assisting with supervising lower-level staff in the Special Processing Unit (SPU) and SABIS as needed;
• Assisting the Identification Specialist 2 with Arresting agency tours conducted at DJCS as well as tours at an arresting agency;
• Working closely with managers and supervisors in SIB as well as other DCJS bureaus;
• Completing special projects and will performing administrative duties consistent with the supervisory responsibilities; and
• Other special projects as needed
• Travel may require up to 10%.

Minimum Qualifications Minimum Qualifications:

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

An associates degree substitutes for two years of experience; a bachelor's degree substitutes for four years.

Qualifying Experience: 4 years of experience handling, processing, reviewing, and analyzing criminal justice or similar records.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

In order to be appointed to an Identification Specialist 1 position in SIB, you must have passed the Ten Print Examiner proficiency within the past year and/or have current Latent Print Examiner proficiency. Proficiency will be verified prior to interview.

COMPETITIVE MINIMUM QUALIFICATIONS:

Permanent:

Permanent service in this title and eligible for reassignment, or reachable on the current promotion eligible list for this title. Those who are eligible for shift bid will be considered.

In order to be appointed to an Identification Specialist 1 position in SIB, you must have passed the Ten Print Examiner proficiency within the past year and/or have current Latent Print Examiner proficiency. Proficiency will be verified prior to interview.

Provisional:

One-year permanent competitive service as an Identification Assistant. If appointed provisionally, you must have signed up for the upcoming exam for this position, take and pass the exam, and be reachable on the resulting eligible list in order to retain this position.

52.7 Non-Competitive Promotion (NCP): A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer interested candidates who meet the following qualifications: Current DCJS employee with one year of permanent competitive or 55-b/c service as an Identification Assistant.

Additional Comments Some positions may require travel to locations not serviced by public transportation.

The State Identification Bureau (SIB) is a 24/7/365 office. Employees may on occasion be asked to volunteer or be mandated to work another shift or on holidays as needed. Every effort will be made to obtain volunteers prior to mandating and will be in accordance with the negotiated agreement with PEF.
