Hiring Range: $120,000.00-$135,760.00 annually This position has an anticipated work schedule of Monday-Friday,8:00am-5:00pm; with need for flexibility. Hybrid schedule available upon successful completion of the probationary period; subject to change Job Posting - This position is responsible for developing, implementing, planning, and overseeing all financial functions in the Department of Human Services, including budget development and oversight. This position provides leadership, oversight, and management of the Finance Division while promoting the agency's vision and mission. Essential Duties/Responsibilities Provides leadership, oversight, and administrative management for the Finance Division, operations, and staff. Demonstrates understanding and application of management principles and various program rules, including the economic benefits, adult protective services, quality assurance, and child welfare programs. Develops the Human Services budget in coordination with County Finance. Works with leadership across the department for each program area to prepare a fully robust budget. Monitors and reviews fiscal changes to maintain balance and to inform Executive Leadership of budget status. Directs and oversees the preparation of all financial reporting, budget preparation, and accounting activities necessary for compliance with County, State, and Federal accepted standards. Monitors department expenditures of budgeted funds. Prepares and/or reviews various required financial and statistical reports monthly, quarterly, and annually. Monitors spending trends and develops strategies to create financial efficiencies. Responsible for seeking, overseeing, and ensuring the compliance of grants, ensuring adherence to Federal and State requirements. Participates in the executive leadership team for the department, advises the executive director and team on financial matters. Serves on various committees with State and County representatives to determine and make recommendations on many Human Services challenges, including the determination of the most equitable methods of funding to the counties for Human Services programs through the State block allocations. Establishes and communicates the mission, goals, and objectives for the Division; aligns operations with the mission and vision of the agency. Works collaboratively and effectively with elected and appointed officials, executive leadership, County Finance, and other employees throughout the County; communicates complex issues successfully. Seeks grants and other funding opportunities that support the Department's strategic plan. Collaborates and participates in establishing and communicating agency-wide policies, procedures, goals, and objectives. Develops and ensures implementation of policy and procedures; instructs, trains, and updates managers and supervisors in agency practice, policy, and procedures. Establishes performance standards for assigned staff and ensures staff meet mandated Department and State training requirements. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process. Wo ks with managers and supervisors to identify division needs and establish priorities and service delivery models that comply with legal mandates and incorporate supportive social services. Leads management meetings to ensure consistency in the interpretation of laws and regulations and to establish standardized protocols. Provides oversight for various audit results, including tracking and implementing corrective action or quality improvement plans. Develops and manages special projects. Performs other duties as required. Qualifications Knowledge, Skills & Abilities Knowledge of GAAP, governmental accounting techniques, budgeting, auditing, and finance principles and practices. Knowledge of the principles and practices of supervision, administration, and budget control. Knowledge of purchasing and contract issues, including maintenance agreements, blanket orders, State contracting procedures, bidding processes, invitations for bid (IFB), and requests for information and proposals (RFI/RFP). Knowledge of strategic planning, research, and evaluation methods. Knowledge of Department of Human Services programs and services is preferred. Must have strong communication skills to communicate effectively with coworkers, elected and appointed officials, and executive leadership. Must possess excellent customer service skills and promote a customer service-oriented work environment. Ability to prepare and administer large, complex budgets and analyze financial documents. Ability to accurately perform mathematical calculations. Ability to analyze data and statistics, prepare statistical reports, and deliver information in an accurate and comprehensible manner. Ability to work independently, exercise good judgment in problem-solving and decision making. Ability to effectively plan, schedule, and organize; ability to work under pressure and with frequent interruptions. Ability to demonstrate a broad range of leadership skills.
