Kitsap County is seeking a Human Services Assistant Director who will shape the future of essential programs that support individuals, families, and systems across our region. This is a rare opportunity to influence countywide strategy while advancing coordinated, compassionate, and accountable human services.
As the next Human Services Assistant Director, you will:
- Lead strategic planning and direction for the Human Services Department, guiding both short- and long-term initiatives that address complex community needs. You will serve as the primary liaison to the Kitsap County Jail, law enforcement agencies, the courts, and criminal justice partners—helping connect behavioral health, justice-involved services, and hospital systems in a seamless, humane continuum of care.
- You will oversee multimillion-dollar budgets, including grants, special revenue funds, and general fund resources, ensuring strong financial stewardship across multiple divisions. Working with State and Federal partners, internal sub-divisions, and contracted providers, you will analyze emerging issues, develop strategies, and implement solutions that improve service delivery countywide.
- In this leadership role, you will guide the development, implementation, and oversight of human service programs spanning behavioral health, chemical dependency, developmental disabilities, children and youth services, pre-trial services, affordable housing investments, veterans services, the Kitsap Recovery Center, and the 1/10th of 1% behavioral health tax programs. You will ensure programs meet community needs, comply with applicable laws and regulations, and operate with transparency and accountability.
- You will also facilitate collaboration among multi-agency stakeholders, support advisory boards and commissions, provide policy direction, guide staff and management teams, and lead process improvements that enhance efficiency, quality, and system responsiveness.
What You Will Bring (minimum qualifications):
- Bachelor’s degree in human services, Business Administration, or a closely related field.
- Ten or more years of progressively responsible professional experience in a relevant discipline, including:
- At least eight years of administrative experience within Human Services.
- At least five years of professional and administrative experience managing human services programs, grants, and contracts.
- At least three years of managerial or supervisory experience at a senior level.
- Demonstrated experience providing strategic leadership, managing complex budgets, and working collaboratively with cross-sector partners.
