Hiring Range $26.04 - $30.97 per hour

Prior related experience and internal equity factors will be considered when determining

the final hourly rate offered to the selected candidate.

The Human Resources Specialist performs technical and paraprofessional work across a variety of core human resource functions within the Sheriff's Office to include recruitment, onboarding, benefits administration, personnel records management, data management, compliance, performance management and employee relations. This position is a highly visible and trusted resource that is expected to handle sensitive and confidential information. The HR Specialist works under the direction of the Human Resources Analyst.

Examples of Duties

  • Assists with coordination of the application lifecycle for all Sheriff's Office positions. This multi-step process includes application submission and review, testing invitation and administration, scheduling of interviews, polygraph, full scope background investigation, medical and psychological exams. Significant organizational capabilities are required as multiple simultaneous recruitments occur, each with application process timeframe of 3-4 months to completion.
  • Utilizes the Sheriff's Office online hiring/application and onboarding systems; responds to inquiries on job postings and assists applicants with online applications.
  • Prioritizes and readjusts resources (availability of testing seat reservations, interview appointments, polygraph exams, background investigators) to ensure Sheriff's Office positions are filled quickly and efficiently and within established deadlines.
  • Coordinates assignment of applicant files to background investigators taking into consideration both applicant history and investigator's strengths and skills.
  • Assists with hiring selection by screening applications, developing and recommending interview questions and scoring rubrics and works to identify areas for process improvement.
  • Responds to employee inquiries regarding benefits, and personnel policy and procedure; provides interpretation and advice.
  • Applies human resource principles and procedures accurately and consistently, analyzes problems quickly and determines effective solutions for discussion with the Human Resources Analyst.
  • Provides guidance to new employees on performance planning.
  • Maintains employee personnel records ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other employee key details.
  • Contributes to HR reports, monthly statistics and additional analytics as requested.
  • Demonstrates working knowledge of state and federal employment law and compliance and assists with researching compliance and best practices in developing draft HR policies and procedures.
  • Assists with the administration of employee benefits, which may include collecting and submitting employee information and notice of change in status to health, dental, life, disability to County HR.
  • Supports Sheriff's Office information meetings or events such as open enrollment, new hire orientation, employee wellness, employee screening, retirement or benefits plans.
  • Maintains an awareness of new procedures, issues, trends, and advances in the profession. Regularly reads professional literature, maintains professional affiliations and attends workshops and training sessions as appropriate to support department objectives.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

General knowledge of principles and practices of public human resources administration; general knowledge of accepted methods and practices of classification and pay, employee relations, testing and selection, training and applied research; general knowledge of governmental organization and administration; skill in the use of personal computer and data processing equipment and programs; ability to present ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with Sheriff's Office Command Staff, County officials, supervisors and employees and the general public; ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations; ability to perform and organize work independently exercising judgment and initiative over assignments with minimal oversight.

Education and Experience

Any combination of education and experience equivalent to graduation from high school or equivalent and 2 years of professional/administrative experience.

Associate's degree with major work in human resources management is desired.

A professional Human Resources certification through HRCI, SHRM, IPMA-HR, or other similar organizations is desired.

Experience with NeoGov a plus.

Special Requirements

This position requires a polygraph, full background investigation including credit check, pre-employment drug and alcohol screening.

Work Environment

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, sitting, walking, grasping, and repetitive hand motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
