Summary

About the Position: Serve as a Senior Human Resources Specialist specializing in recruitment and retention flexibilities and incentives to recruit and retain civilians in healthcare and medical occupations within the Defense Health Agency (DHA) enterprise.

Position may be filled at Falls Church, VA or San Antonio, TX. This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of one of the above duty locations.

Duties

Help

  • Develop, coordinate and/or execute enterprise-wide plans to initiate and maintain a highly visible recruitment program to stimulate interest and attract qualified applicants for a variety of hard-to-fill medical occupations.
  • Function as technical expert on human capital solutions that focus on the development and execution of recruitment plans, strategies and innovative business practices.
  • Utilize comprehensive knowledge of all recruitment and placement authorities related to Medical positions including Title 5, Title 38 for both competitive and excepted service appointments.
  • Make personal contact with representatives of medical/health organizations, hospitals, educational institutions, and other activities necessary to develop viable recruitment sources to attract potentially qualified applicants.
  • Apply a variety of complex medical regulations/requirements dealing with such issues as credentialing procedures, Physicians Comparability Allowance, Graduate Medical Education Residency program, and special salary rates.
  • Design, plan, coordinate and participate in recruitment trips such as job fairs, medical conventions, seminars, and conferences to establish contacts and recruit and attract qualified applicants.
  • Study and develop strategies to effectively utilize various sources of potential job applicants including the Transition Employment Assistance Program, the Wounded Warrior transition programs, military and civilian retirees, students, etc.
  • Analyze the cause of employee turnover and develop human capital solutions that focus on improving each organization's retention rate.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes recruiting for a variety of hard-to-fill medical occupations; utilizing compensation flexibilities including recruitment, relocation, and retention incentives to recruit or retain civilians in healthcare positions; AND planning, coordinating or participating in recruitment trips such as job fairs, medical conventions, seminars and conferences to engage or attract qualified healthcare applicants. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
