Major Duties
Serves as the subject matter expert (SME) for Nonappropriated Fund (NAF) employee benefits programs and provides technical guidance, interpretation, and assistance to management, employees, retirees, and beneficiaries on a wide range of benefits-related matters. Advises on health, dental, life, and long-term care insurance programs; flexible spending accounts; short-term disability (STD); retirement and 401(k) plans; leave programs including Family and Medical Leave (FMLA), Family Friendly Leave (FFLA), Paid Parental Leave (PPL), Leave Donation, and Parental Bereavement Leave; military and retirement service credit buybacks; arrears; qualifying life events; portability; Uniformed Services Employment and Reemployment Rights Act (USERRA); workers¿ compensation; and benefits termination and continuation provisions.
Administers and maintains records necessary to implement, track, and monitor employee benefits programs and related actions. Ensures compliance with applicable laws, regulations, policies, and procedures governing NAF employee benefits. Provides comprehensive counseling and assistance to employees, retirees, and management officials regarding complex benefits issues, including retirement processing, health benefits conversion, service credit purchases, portability determinations, and benefit eligibility. Researches and resolves complicated benefits matters requiring interpretation of regulatory guidance and policy.
Reviews, analyzes, and verifies information from multiple sources to determine employee and retiree eligibility for medical, dental, life insurance, retirement, long-term care, and 401(k) programs. Audits and validates benefits transactions and supporting documentation for accuracy, completeness, and compliance with established requirements. Identifies discrepancies, researches corrective actions, and coordinates resolution with internal and external stakeholders.
Develops, coordinates, and delivers orientation programs, benefits briefings, retirement seminars, workshops, and individual counseling sessions. Prepares and presents oral and written briefings to employees, supervisors, and leadership regarding benefits programs, policy updates, and employee entitlements. Assists in the preparation of reports, presentations, and correspondence in accordance with the Naval Correspondence Manual, ensuring proper grammar, punctuation, format, and content.
Reviews proposed regulations, directives, policies, and internal operating instructions affecting benefits administration and provides recommendations, comments, and interpretations. Explains complex rules, regulations, and procedural requirements to employees and management in a clear and concise manner.
Plans, organizes, and prioritizes work to ensure efficient administration of benefits programs and timely completion of assignments. Develops and implements internal procedures, controls, and process improvements to maximize productivity, effectiveness, and customer service. Assists with long-range planning and program management initiatives in support of organizational goals and objectives.

Qualifications
Bachelors¿ Degree in a related field appropriate to work of the position, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR three years of experience in gathering information from a wide variety of sources to determine entitlement and eligibility to employee benefits such as: medical, dental, life insurance, group retirement, and 401(k) plans for employees and retirees.
Broad knowledge of procedures, regulations, precedents and instructions related to employee benefits administration. Working knowledge of Microsoft applications to include, but not limited to: Word, PowerPoint, Outlook, and Excel. Working knowledge of Peoplesoft (version 9.2) to include Peoplesoft pension. Knowledge of Naval Correspondence policies and procedures. Ability to communicate effectively with a wide variety of audiences. Education above high school in a related field may be substituted for experience. Knowledge of NAF operations and regulations pertaining to the management of employee benefits programs is preferred.
