JOB SUMMARY

Under the direction of the Director of Human Resources and Human Resources Manager, the Human Resources Specialist performs responsible, technical and program support across one or more functional areas of Human Resources including recruitment, employee relations, labor relations support, classification and compensation, benefits administration, compliance and special projects. The Human Resources Specialist provides operational support of Human Resources leaderships by conducting research, preparing documentation, coordinating processes and assisting with the administration of HR programs.

This position exercises independent judgement within established policies and procedures. Performs related duties as assigned.

EXAMPLES OF DUTIES

  • Assists with recruitment activities, including preparing postings, screening applications using established criteria, coordinating interviews and examinations, and maintaining applicant records.
  • Supports civil service and testing processes by compiling materials, tracking candidate information, and preparing correspondence.
  • Provides logistical and administrative support to recruitment processes led by HR Analysts or HR Manager.
  • Assists with the preparation of documentation related to employee relations matters, including fact-gathering, record review, and meeting coordination.
  • Supports grievance and disciplinary processes by organizing files, tracking timelines, and preparing summaries for review.
  • Drafts routine correspondence and documentation for supervisory or management review.
  • Collects and compiles data for classification and compensation studies.
  • Assists in preparing reports, spreadsheets, and analyses for review by HR leadership.
  • Provides information to employees regarding benefits and leave processes in accordance with established policies.
  • Maintains HR records and documentation in compliance with legal and contractual requirements.
  • Assists with audits, reporting, and regulatory compliance activities.
  • Updates HRIS systems and ensures accuracy and completeness of data.
  • Tracks deadlines, deliverables, and workflow for assigned HR projects.
  • Responds to employee and department inquiries regarding HR procedures and refers complex or policy-interpretation matters to HR Analysts or management.
  • Participates in HR initiatives and special projects as assigned.
  • Provides cross-functional support to other HR staff during peak workloads.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

  • Knowledge of the principles and practices of human resources administration.
  • Knowledge of applicable federal, state and local employment laws.
  • Ability to interpret and apply policies and procedures accurately.
  • Ability to collect, analyze and present data clearly.
  • Ability to prepare reports, correspondence and documentation.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to manage multiple assignments and meet deadlines.
  • Knowledge of HRIS and applicant tracking systems.
  • Ability to work independently within established guidelines.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with an associate's degree in human resources, Public Administration, Business Administration, or a related field and three (3) years of progressively responsible human resources experience performing technical or program support work.

Public sector or unionized environment experience is preferred.
