PRIMARY FUNCTION: To assist in the organization, coordination, and implementation of the employment/induction/termination process and the maintenance of personnel files and records for all staff in compliance with Board policies and State and Federal guidelines.

PAY GRADE: NG - Leadership G, Salary Range - $56,775.00 through $78,822.00. Salary placement will be based on Douglas County Board of Education approved salary schedules and years of verified relevant experience.

FLSA STATUS: Non-Exempt

TERMS OF EMPLOYMENT: 231 Days (12 Months)

REPORTS TO: Executive Director of Human Resources

EDUCATION LEVEL: Minimum of two years of college or equivalent combination of training and experience. College degree preferred.

EXPERIENCE: Three to five years in a Human Resources Department. Prefer school system experience. Knowledge of and familiarity with certification and salary placement procedures.

CERTIFICATION/LICENSURE: None.

PHYSICAL REQUIREMENTS: Routine physical activities that are required to fulfill job responsibilities. Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; sedentary work involves sitting most of the time; jobs are sedentary if working and standing are required only occasionally, and all other sedentary criteria are met.

PROFICIENT SKILLS:

  • Ability to work independently and exercise professional judgment in decision-making.
  • Ability to communicate with all levels of employees, applicants, and representatives for state agencies.
  • Ability to maintain confidentiality and use discretion when dealing with sensitive personnel issues.
  • Ability to work under pressure in meeting schedules and deadlines.
  • Computer skills, including proficiency in word processing, spreadsheets and database applications, particularly Microsoft Office products (Excel, Word).
  • Experience with MUNIS preferred.
  • Thorough knowledge of office procedures.
  • Excellent written and oral communication, and organizational skills.
  • Ability to perform and prioritize multiple tasks with attention to detail, accuracy, and follow up.

ESSENTIAL DUTIES MAY INCLUDE:

  • Demonstrates prompt and regular attendance.
  • Administers the induction process for staff at all levels which includes: scheduling and conducting meetings to complete induction paperwork, certification packets, fingerprints, work verification, salary placement, and contracts for certified staff in compliance with Douglas County Board of Education and State of Georgia policies and procedures.
  • Interacts regularly with Principals, other administrators, and staff regarding the hiring process, Board policies and procedures, and other Human Resources related issues.
  • Assists as needed to compile paperwork for all Professional Standards Commission certificate transactions and responds to questions about the certification process and certification rules.
  • Establishes a personnel file and inputs data into appropriate computer programs for all employees.
  • Verifies previous employment and determines the appropriate step placement in compliance with Douglas County Board of Education and State of Georgia policies and procedures.
  • Maintains personnel files and records in compliance with the Records Retention Act.
  • Prepares and distributes administrative vacancy notices to Douglas County schools, Teach Georgia, and other agencies, as needed. Prepares and distributes classified vacancy notices to Douglas County schools.
  • Prepares the Board report for certified new-hires, transfers, terminations, and rescissions.
  • Assists with entering CPI reporting data and any error corrections for the three yearly transmissions to the Georgia Department of Education.
  • Maintains a database and provides principals with tenure status for all certified employees. Researches and establishes tenure status.
  • Inputs salary information for certificate upgrades, and other salary changes; prepares required paperwork for the Business Office.
  • Assists with the compilation of supplements information and input reported data. Prepares and distributes supplement agreements.
  • Generates, distributes, and collects all information needed for the contract process for all certified employees.
  • Assists in the transfer process for certified and classified employees.
  • Administers the separation/termination paperwork process for certified and classified employees.
  • Researches and prepares service years award list for certified employees.
  • Serves as the primary backup for capturing fingerprints using the Automated Fingerprint Machine.
  • Receives and files annual evaluations. Records and updates salaries for unsatisfactory evaluations.
  • Records and maintains annual retiree list. Calculates and processes retiree salary.
  • Tracks part-time employees and determines their annual salary placement.
  • Reviews and confirm annual salaries after fiscal year roll up. Researches and determines appropriate step increases. Updates local supplements in accordance with new salary schedule.
  • Performs general secretarial and clerical duties.
  • Responds to telephone and walk-in inquiries from applicants and employees.
  • Performs other duties as assigned by appropriate administrators.
