Job Description
DEFINITION
The Human Resources Position Specialist position is responsible for performing a variety of administrative and professional work in coordinating human resources functions of the County of Northampton. Work duties include assisting with recruitment efforts with a focus on the Department of Human Services, administering preemployment testing, and supporting onboarding and orientation processes.
SUPERVISION RECEIVED
This position reports directly to the Deputy Director of Human Resources and Director of Human Resources.
SUPERVISION EXERCISED
This position does not exercise supervision over other employees.
ESSENTIAL DUTIES OF THE POSITION
Assists and advises applicants in all phases of the hiring process, with a primary focus on Pennsylvania State Civil Service positions for the Department of Human Services.
Maintains open-communication with hiring managers within the Department of Human Services to help meet their hiring needs. Utilizes phone calls, e-mail correspondence, and Skype for Business.
Creates experience and training exams for Human Services positions as needed, with the assistance of the Department of Human Services.
Ensures appropriate and current job descriptions are maintained for each position. Reviews job descriptions annually and makes them available to employees.
Provides exceptional customer service by effectively communicating by telephone, email, or in person. Expertly resolves issues or directs visitors to appropriate staff able to provide assistance.
Creates external job postings for online job boards, college websites, and/or specialized websites as needed.
Assists with the maintenance and upkeep of the job posting bulletin boards. Ensures expired postings are removed immediately, and new postings appear on the bulletin boards on "live" date. Reviews any other materials on bulletin boards for relevancy and removes any items not approved for posting.
Prepares offer letters for job candidates, as needed.
Tracks the completion of new hire Authorized Driver paperwork and ensures that motor vehicle history reports are performed. Collects signed Vehicle Safety policy paperwork and vehicle insurance information, and shares with Executive Secretary of Administration once all forms are received. Maintains and updates a tracking spreadsheet for reference as well as maintaining the files' where printed copies are stored.
Assists with recruitment efforts, as needed. Attends job fairs and other recruitment events as scheduled. Creates flyers and brochures for job fairs.
Conducts follow up interviews at various times, as part of the onboarding process.
Conducts prescreening interviews with external candidates eligible for interview, ensures their answers to the supplemental questionnaire are accurate with regards to salary, education, driving requirements, etc.
Uses HRIS (OneSolution) to enter data for new employees, as well as changes needed to keep employee records updated and accurate, as needed.
Assists with screening, ranking, and filling vacant positions.
Manages DHS Jobs email inbox, responding to applicant inquires.
Assists with conducting pre-employment testing. Prepares for test sessions by printing rosters and test materials, and rearranging the test room when necessary. Administers test sessions in a professional, timely, and consistent manner.
Composes correspondence using Microsoft Office and Outlook, or any other necessary applications. Correspondence may include new hire offer letters, applicant test results, rejection letters, spreadsheets for tracking purposes, etc.
Establishes and maintains files in alphabetic, chronological, numerical or other basis. Retrieves requested materials from files. Scans, signs, date-stamps or otherwise identifies and/or controls files.
REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE - High school or general equivalency diploma required; AND
At least two (2) years of satisfactory full-time professional human resources work experience.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of state and federal labor laws and regulations, as well as the ability to learn specific rules and regulations governing human resources administration for the County.
Knowledge of computers and computer software, including Microsoft Office applications. Ability to develop Excel spreadsheets and create formal correspondence in Microsoft Word.
Excellent communication and interpersonal skills with the ability to listen effectively, respond appropriately, and maintain mutual comfort level while relating to a diverse clientele, both verbally and in writing.
Skill in public speaking with the ability to communicate effectively before a group.
Skill in gathering information from and explaining procedural and/or processing requirements to visitors, callers, applicants, members of the public, and representatives from other offices both within and outside of the County.
Excellent time management, prioritization, and multitasking skills, along with the ability to maintain sufficient flexibility to respond to immediate demands. Ability to manage projects simultaneously while working under pressure to meet deadlines.
Ability to learn to utilize the necessary software specific to the Human Resources department.
Ability to establish and maintain filing and other recordkeeping systems.
Ability to preserve confidential and sensitive information.
Ability to maintain composure and tactfully handle sensitive situations.
Ability to establish and maintain working relationships with County staff, other agencies, and the general public.
Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.
Ability to add, subtract, multiply, and divide in order to perform the functions of the position.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the Countys medical insurance if proof of coverage through the spouses employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employees choice of doctor and frame selection.
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
