Job Description
Primary Function: Ensures compliance with labor laws, collective bargaining agreements, and employee services. Supports the Business Office with human resources, payroll, benefits administration, financial compliance, and related duties.
Qualifications: Associate degree or higher in HR and accounting experience required. Minimum three (3) years of Human Resources and Accounting experience. Strong knowledge of payroll, accounts payable, and general ledger systems. Experience with public education HR systems and CT State Department of Education reporting strongly preferred. Familiarity with Tyler Technologies, Infinite Visions, and Frontline systems preferred. Proficient in Microsoft Word, Excel, and PowerPoint. Strong organizational, communication, technology, and analytical skills. Ability to work independently with accuracy and meet deadlines. Ability to identify problems and develop solutions. Team-oriented with strong collaboration skills. Strict adherence to confidentiality and attention to detail required.
Human Resources Responsibilities
Maintain confidential personnel records, including discipline, leaves, and accrued time.
Administer FMLA and CT Paid Leave.
Coordinate onboarding for new employees, including hiring paperwork, background checks, certification verification, and compliance with state and federal requirements.
Administer contractual HR and payroll obligations for all bargaining units.
Support employees through confidential leave processes and return-to-work procedures.
Assist with CT State Department of Education and EEOC reporting.
Coordinate recruitment efforts and analyze hiring trends.
Assist as appropriate with grievances, investigations, and administrative proceedings.
Payroll Responsibilities
Review bi-weekly timesheets and attendance records.
Prepare and process payroll for approximately 300 employees, including deductions, stipends, longevity, and benefits.
Prepare quarterly and year-end payroll filings (941s, W-2s, 1099s).
Maintain payroll records, schedules, and reconciliation with the Teacher Retirement Board.
Coordinate employee open enrollment and assist with tax and insurance documentation.
General Accounting Responsibilities
Process purchase orders, accounts payable, and resolve discrepancies.
Assist with grant accounting, monitoring expenditures, and reporting.
Maintain vendor records and 1099W-9 documentation.
Cooperate with auditors and provide requested documentation.
Process retiree benefit payments and invoicing for billable services.
Financial Analysis
Prepare financial reports and queries as requested.
Monitor budgets to prevent over-expenditures.
Reconcile bank statements, insurance bills, and student activity accounts.
Other Duties
Maintain the Finance Office calendar and organized filing systems.
Maintain professionalism and confidentiality at all times.
Seek opportunities for professional growth.
Perform additional duties as assigned by the Business Manager or Superintendent.
