Job Details

The HR Manager serves as a strategic partner to leaders and employees, providing guidance, coaching, and support to drive organizational effectiveness, high performance, and engagement. This role maintains oversight and accountability for all HR functions -- compliance, benefits, safety, workers' compensation, and employee relations -- with support of the HR Admin.

Results Accountable to Achieve
  • Leaders are coached and supported to manage high-performing teams and develop employees effectively
  • HR operations -- onboarding, benefits, compliance, safety, and payroll coordination -- are accurate, timely, and compliant with federal, state, and company regulations
  • Employee and labor relations issues are resolved fairly, consistently, and legally
  • Workers' compensation and safety programs are effectively monitored and managed
  • Organizational policies, employee handbook, and compliance documentation are current and effectively communicated
  • Strategic HR initiatives support executive and departmental goals while improving employee satisfaction and retention

Primary Responsibilities
Strategic HR Business Partner & Coaching
  • Act as a trusted advisor and business partner to managers to create an environment that encourages high performance and supports goals around employee performance, team development, and organizational effectiveness
  • Coach managers on leadership skills, performance feedback, employee relations, and conflict resolution
  • Partner with employees on career growth, professional development, and workplace concerns
  • Serve as an advisor to leadership on organizational design, workforce planning, and talent strategy
  • Support engagement, culture, wellness, and recognition initiatives across the organization

Employee Onboarding & Offboarding Oversight
  • Oversee new hire orientation and onboarding for union and admin employees
  • Ensure new hire packets, I-9/E-Verify compliance, drug tests, and background check processes are completed and audited
  • Monitor offboarding, termination packages, exit interviews, and documentation for compliance
  • Ensure proper submission of personnel actions (new hires, promotions, rate changes, management changes) in HR systems

Employee Benefits Oversight
  • Oversee benefits programs, plan design, open enrollment, reconciliation, payroll integration, COBRA, and qualifying life events
  • Ensure compliance with 401(k) audits and administration, including committee support and employee education
  • Partner with payroll and finance to administer merit increases, salary adjustments, and benefits contributions accurately

Employee & Labor Relations Oversight
  • Lead investigations, grievance management, and mediation processes
  • Partner with management on progressive discipline, performance improvement plans, and employee development plans
  • Guide managers through employee relations issues
  • Support regulatory compliance in employee relations, including union partnerships and labor law adherence
  • Oversee the Leave of Absence (LOA) program, ensuring compliance, proper documentation, and coordination with payroll and managers

Safety & Workers' Compensation Oversight
  • Oversee workers' compensation claims, medical coordination, and return-to-work processes
  • Monitor accident/incident reporting for compliance and trends
  • Advise and support supervisors and the Safety Director on safe work practices and compliance requirements
  • Oversee the company drug testing program, ensuring compliance with regulations and proper recordkeeping

Compliance & Regulatory Oversight
  • Maintain compliance with federal, state, and local labor laws, including postings, reports, and employee notifications
  • Oversee HR documentation, employee handbook updates, policy implementation, and SOPs
  • Ensure regulatory reporting -- ACA, EEO, OSHA, FMCSA, HIPAA, DOT, and DMV MVR pulls -- is accurate and timely
  • Oversee company DMV/driver program, ensuring compliance with insurance carrier
  • Stay current on employment law changes and communicate updates to management and employees

Policy Development
  • Maintain and update company policies and employee handbook
  • Ensure compliance with federal, state, and local labor laws
  • Develop new policies and procedures as necessary to support business goals and compliance

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) strongly preferred
  • Progressive HR experience including HR generalist and HRBP roles
  • Demonstrated experience as a strategic partner to managers and executives
  • Proven track record in employee relations, performance management, coaching, and leadership development
  • Experience overseeing HR operations, compliance, benefits administration, workers' compensation, and safety programs
  • Union experience preferred
  • In-depth knowledge of federal, state, and local labor laws and employment regulations
  • Proficiency with HRIS systems, payroll platforms, and Microsoft Office Suite
  • High level of integrity, professionalism, and discretion handling confidential information
