Human Resources Manager

The Human Resources Manager is responsible for a wide range of human resources functions including employee relations, workplace investigations, recruitment and staffing, classification and compensation, policy development, unemployment administration, ADA interactive process participation and supervisory support. This position serves as a trusted advisor to County leadership and departments, ensuring consistent application of policies and compliance with applicable laws while promoting a positive and effective work environment.

Supervision Received: Receives supervision from the Assistant Human Resources Director.

Salary: $68,494.00 - $97,344.00 Annually

Job Type: FULL TIME

Division: N/A Work Schedule: Full-time position, typically Monday through Friday 8:00am-4:30pm. The position may require occasional evening and/or weekend work to attend County Board meetings, employee events, job fairs or other County related functions.

Key Responsibilities
  1. Develop and implement recruitment and retention strategies to attract qualified candidates.
  2. Manage recruitment activities including job postings, advertising, screening, interviewing and selection process.
  3. Participate in job fairs and community outreach events to promote the County.
  4. Manage and maintain the Human Resources' social media presence and recruitment marketing efforts. Publish content promoting employment opportunities and employment recognition.
  5. Advise County supervisory staff on interpretation and application of labor laws and human resources policies.
  6. Serve as a primary advisor to supervisors and department leaders on employee relations matters, including performance management, conduct issues and disciplinary actions.
  7. Participate in disciplinary meetings and termination discussions.
  8. Assist in the development of Human Resources policies and procedures.
  9. Maintain positive employee relations by assisting employees with questions and concerns.
  10. Analyze, develop and update job descriptions to ensure accuracy and alignment with operational needs.
  11. Receive, assess and investigate employee complaints involving workplace conduct, harassment, discrimination, policy violations and other employment-related concerns.
  12. Participate in the interactive process with employees, supervisors and Benefits Manager to evaluate requests for reasonable accommodation under the ADA.
  13. Respond to unemployment insurance claims and requests for information: prepare documentation, coordinate with supervisors and departments to gather supporting information, represent the County at unemployment hearings and appeals.
  14. Develop and conduct training programs related to HR policies, workplace conduct, employee relations and supervisory responsibilities.
  15. Conduct wage and classification surveys to assure proper classification and update salary tables.
  16. Testify in court or other legal proceedings on Human Resources related issues, present written and/or oral defenses for legal issues or suits against the County.
  17. Assist with special projects
  18. Perform other duties as assigned.
Qualifications
  • Bachelor's degree from an accredited college or university in Business Management, Human Resources, Public Administration or a closely related field with coursework in Human Resources.
  • Five (5) years of responsible work experience involving human resources duties; OR
  • Five (5) years of supervisory or management experience with significant responsibility for personnel administration, including recruitment and selection, employee performance management, disciplinary actions, employee relations, policy interpretation and training.
  • Experience in public sector or local government employment preferred.
  • Valid drivers license required and maintained throughout employment
  • Must maintain automobile insurance under County vehicle policy
  • Must have access to reliable transportation for travel between County buildings and work-related events.
  • Prompt and regular attendance.
Knowledge Skills & Abilities
  • Knowledge of HR principles including employee relations, recruitment and performance management
  • Knowledge of employment laws including FLSA, FMLA, ADA, EEO, Wisconsin employment law and unemployment insurance
  • Experience with employee relations issues
  • Ability to interpret and apply policies, procedures, and employment laws
  • Strong analytical and problem-solving skills
  • Ability to advise and support supervisors on HR matters
  • Strong written and verbal communication skills
  • Ability to handle sensitive and confidential information with discretion
  • Ability to manage multiple priorities in a fast-paced environment
  • Ability to adapt to changing organizational needs, legal requirements and operational priorities
  • Proficiency with Microsoft Office and social media platforms
