The Manager of Human Resources is responsible for leading all HR functions across the organization, ensuring compliance, supporting operations, and driving employee engagement. This role partners closely with leadership to align HR strategies with business goals while maintaining a strong focus on regulatory compliance, employee relations, and workforce development within a highly regulated environment.

Responsibilities: 

  • Oversee day-to-day HR operations and ensure compliance with federal, state, and regulatory requirements (e.g., IDOA, IDPH, DHS-ORS, VA)  
  • Maintain and enforce HR policies, procedures, and the employee handbook  
  • Lead employee lifecycle processes including recruitment, onboarding, training, performance management, and offboarding  
  • Partner with hiring managers to support staffing, retention, and workforce planning needs  
  • Manage employee relations, including investigations, coaching, disciplinary actions, and terminations  
  • Oversee compensation and benefits programs, including merit increases, insurance plans, and retirement offerings  
  • Manage unemployment and workers’ compensation claims, including cost control and reporting 
  • Coordinate required training programs for employees, supervisors, and managers  
  • Lead HR audits, reporting, and compliance activities, including new hire and quarterly audits  
  • Maintain HR systems, employee records, organizational charts, and documentation  
  • Monitor HR metrics and provide regular reporting and insights to leadership  
  • Lead and develop the HR team and support branch operations  
  • Foster a positive, compliant, and high-performing work environment 


Requirements 

  • Bachelor’s degree in Human Resources or related field required; Master’s preferred  
  • PHR certification required; SHRM-CP preferred  
  • Minimum of 3 years of HR experience in the in-home services industry, including Illinois experience  
  • Strong knowledge of employment laws and regulatory requirements  
  • Experience managing employee relations, compliance, and HR operations  
  • Strong communication, problem-solving, and organizational skills  
  • Proficiency in Microsoft Office and HR systems
