This is the first of four levels in the Human Resources series. Incumbents perform duties essential to Human Resources functions that are technical in nature. Responsibilities may include all aspects of the employee life cycle process; explaining policies and procedures; assisting employees with medical concerns, routine policies and procedures; and compiling reports.

Education and experience: Bachelor's degree; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Prefer Bachelor's Degree in Human Resources, Business Administration, Public Administration or a related field. Valid Driver's License as per State law or requirement.
Knowledge of human resource principles and practices; human resource programs; customer service principles; applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes; analytical methods; research methods; event planning practices; computers and related software applications.
Skills include interpreting and applying policies and procedures; advising employees on human resources programs, plans, and processes; preparing written reports; maintaining and updating records; maintaining confidentiality; using computers and related software applications; analyzing and researching data; planning and facilitating employee events; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Physical requirements include reaching, standing, walking, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions. Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Work environment includes occasional exposure to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, and outside weather conditions. The noise level in the work environment is usually moderate.
