HUMAN RESOURCES GENERALIST

Job Summary

Under general supervision in the Human Resources Bureau, the Human Resources Generalist is responsible for providing front line service to all Clerk's Office employees. The Human Resources Generalist is responsible for maintenance of all employment data, including entry to the payroll, timekeeping, and HRIS systems. The Human Resources Generalist assists employees and other departments with all aspects of Human Resources including, but not limited to, onboarding, orientation and training, employee leaves, return to work, labor relations, union matters, employee status change notification and tracking, filing, and other related Human Resources functions. The Human Resources Generalist assists with all areas of Human Resources to ensure strict adherence to all rules, policies and procedures, the collective bargaining agreement, the Employment Plan, Supplemental Policies, Employee Handbook, guidelines and other protocols. The Human Resources Generalist consults with Chief Human Resources Officers, Directors, and other Human Resources staff on a regular basis to review policies and identify where changes are needed to ensure criteria for fair and objective hiring are met.

Essential Job Duties

Key responsibilities and duties include, but are not limited to, the following:

  • Supports day-to-day operations across all HR functional areas by completing assignments related to hiring, onboarding, labor relations, training, and employee administration.

  • Assists with new hire onboarding, including document collection, employment eligibility verification (I-9), and systems entry.

  • Enters employee data into HRIS and Applicant Tracking Systems (ATS) and maintains personnel records in accordance with privacy and retention standards.

  • Processes and reviews Employee Action Forms (EAFs), status changes, terminations, and other employment documents for accuracy and compliance.

  • Assists with tracking probationary evaluations, NEAs, and time and attendance issues in coordination with Labor Relations and Personnel Services.

  • Provides administrative and logistical support to Training & Development for orientations, mandatory trainings, and ongoing workshops (virtual and in-person).

  • Helps facilitate the flow of hiring processes by assembling candidate files, scheduling interviews, and collecting related documentation.

  • Responds to internal HR inquiries from employees and managers related to policy, leave, benefits, and general employment practices.

  • Participates in internal audits, compliance initiatives, and document reviews related to hiring, discipline, and employee recordkeeping.

  • Supports the administration of employee leave programs including FMLA, ADA, and return-to-work procedures.

  • Assists with preparing internal HR reports on employee movement, training participation, turnover, and other related metrics.

  • Travels to other Clerk's Office locations as needed to provide on-site support or participate in HR-led initiatives.

  • Maintains working knowledge of the Employment Plan, Employee Handbook, collective bargaining agreements, and County Personnel Rules to ensure alignment and compliance in HR activities.

  • Performs other related duties or special projects as assigned by HR leadership.

Minimum Qualifications

  • High School Diploma or G.E.D.
  • Three (3) years full-time work experience performing duties in Human Resources, payroll, training coordination, employee support, or personnel administration.

Preferred Qualifications

  • Current employee of the Clerk of the Circuit Court of Cook County.
  • Bachelor's degree in Human Resources, Public Administration, Business, or related field.
  • Two (2) years of full-time work experience performing HR duties.
  • Certification such as SHRM-SCP, SPHR, or equivalent, demonstrating advanced knowledge and expertise in human resources management.
  • Experience working in Shakman or Rutan environment.
  • One (1) year of full-time work experience with a governmental agency.

Knowledge, Skills, Abilities and Other Characteristics

  • Strong working knowledge of core HR functions including onboarding, employee record management, position control, status changes, leave coordination, and time and attendance compliance.

  • Knowledge of labor relations principles, including union contract interpretation, grievance support, and disciplinary documentation protocols.

  • Familiarity with employment policies such as the Employment Plan, Supplemental Policies, Personnel Rules, and relevant sections of collective bargaining agreements.

  • Knowledge of federal, state, and local employment laws including FMLA, ADA, FLSA, EEO, and how they apply within a unionized, public-sector environment.

  • Skill in accurately entering, updating, and maintaining employment data in HRIS, ATS, and related systems with minimal error.

  • Skill in conducting initial intake and support for employee relations matters, and routing issues appropriately for resolution.

  • Ability to interpret and apply multiple layers of policy, contracts, and procedures to ensure consistent and compliant HR service delivery.

  • Ability to plan, prioritize, and manage time effectively in a fast-paced environment with shifting demands.

  • Strong attention to detail in reviewing forms, documents, and employee records for accuracy, completeness, and adherence to policy.

  • Ability to respond to inquiries with clarity and professionalism, including those involving sensitive, complex, or confidential issues.

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook) and ability to learn additional platforms such as SharePoint, Power Automate, and internal case-tracking tools.

  • Ability to support training sessions, meetings, and department-wide initiatives by coordinating logistics, managing attendance records, and preparing materials.

  • Ability to travel to other Clerk's Office locations to provide in-person support, assist with audits, onboarding, or staff training.

  • Demonstrated ability to work independently with sound judgment while contributing to collaborative, team-based workstreams across multiple HR divisions.

  • Strong interpersonal and communication skills with a commitment to providing respectful, equitable, and responsive service to employees at all levels.

Physical Requirements

  • Ability to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.
  • Ability to sit for extended periods of time and occasionally stand or walk for brief periods of time.
  • Ability to operate standard office equipment, including a telephone, computer, copier and printer.
