Additional duties may be assigned as needed.ResponsibilitiesRecruitment & Talent AcquisitionConduct and coordinate recruitment and selection activities, including sourcing candidates, screening applicants, scheduling interviews, extending employment offers, and facilitating pre-employment processes.Partner with hiring managers to identify qualifications, competencies, and workforce needs that support operational success and organizational culture.Assist with developing and updating job descriptions and performance standards to ensure alignment with business needs and CAT Core Values.Promote CAT as an employer of choice through professional, responsive, and customer-focused interactions with applicants and stakeholders.Onboarding & Employee AdministrationAdminister onboarding processes to ensure a seamless and welcoming transition for new employees.Conduct new employee orientation and educate employees on CAT's culture, policies, procedures, and Core Values.Review and process personnel actions, ensuring accuracy, completeness, and compliance with established procedures.Complete HR compliance checklists and coordinate with departments to resolve discrepancies in a timely manner.Maintain employee records and perform HRIS transactions including pay adjustments, reclassifications, transfers, promotions, and other personnel actions.Benefits & Employee SupportAssist with benefits administration, including Open Enrollment, health and welfare plans, FMLA, STD, LTD, and related employee programs.Respond promptly and professionally to employee inquiries regarding employment, benefits, payroll, and HR policies.Provide exceptional customer service while maintaining confidentiality and professionalism.Reporting & ComplianceGenerate weekly, monthly, new hire, termination, compliance, and ad hoc reports.Ensure compliance with federal, state, and local employment laws and regulations.Assist with audits, regulatory reporting, and HR compliance initiatives.Maintain accurate records and documentation to support accountability and operational transparency.Organizational ExcellenceSupport initiatives that improve efficiency, employee engagement, workforce development, and organizational effectiveness.Promote teamwork and collaboration across departments while fostering a respectful and inclusive work environment.Demonstrate adaptability and innovation in identifying opportunities to improve HR processes and service delivery.Perform all duties in a manner consistent with CAT's Core Values and commitment to public service excellence.QualificationsHigh School Diploma or GED required.Bachelor's degree in Human Resources Management, Business Administration, Public Administration, or a related field preferred.Equivalent combinations of education and experience may be considered.Minimum of five (5) years of progressively responsible Human Resources experience required.Required SkillsKnowledge of human resources principles, practices, and employment laws.Experience in recruitment, onboarding, employee benefits, and HR administration.Strong understanding of FMLA, ADA, EEO, civil rights, ethics, and employment compliance requirements.Proficiency with HRIS systems, applicant tracking systems, MUNIS, Microsoft Office Suite, and reporting tools.Excellent verbal and written communication skills.Strong organizational, analytical, and time management abilities.Ability to manage multiple priorities while maintaining accuracy and attention to detail.Demonstrated ability to work independently and collaboratively.Strong customer service orientation and interpersonal skills.Ability to maintain strict confidentiality and exercise sound judgment.Commitment to fostering an inclusive, equitable, and high-performing workplace culture.Preferred SkillsAbility to read, analyze, and interpret documents, policies, regulations, correspondence, and reports.Ability to effectively communicate information and respond to questions from employees, management, vendors, and the public.Pay range and compensation packageThe statements contained herein describe the general nature and level of work performed by employees assigned to this position.
