SCHEDULE: Full-Time | Monday-Friday | Exempt

SALARY RANGE: $125,000 - $160,000, commensurate with experience

REPORTS TO: Practice Administrator

OPPORTUNITY OVERVIEW:

Pacific Cancer Care (PCC) is seeking a knowledgeable, collaborative, and forward‑thinking Human Resources & Compliance Manager to lead HR operations across a rapidly growing, multi‑site outpatient oncology practice. This role oversees core HR functions including employee relations, recruitment and onboarding, policy development, HR operations, handbook and SOP management, and organizational development. In addition, the role plays a key part in PCC's compliance and quality infrastructure, supporting activities such as training documentation, policy auditing, regulatory readiness, and alignment of HR practices with healthcare and employment regulations. As PCC continues to expand, the HR & Compliance Manager will guide leaders and staff through organizational transitions with clarity, consistency, and compassion. The ideal candidate brings strong HR expertise, excellent interpersonal skills, and the ability to balance day‑to‑day HR operations with long‑term organizational development and compliance needs.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES:

HR Leadership & Organizational Development

  • Lead all HR functions for a multi‑site outpatient oncology practice.
  • Serve as a strategic partner to PCC leadership by advising on workforce planning, organizational changes, staffing models, and leadership development.
  • Support restructuring, title alignment, and updates to the organizational structure to ensure clarity and internal equity.
  • Develop and maintain HR metrics, reports, and dashboards to support data‑driven decision‑making and leadership visibility.

Recruitment, Hiring & Onboarding

  • Manage the full recruitment lifecycle-sourcing, interviewing, hiring, and onboarding-for clinical and non‑clinical roles.
  • Build and maintain standardized templates for job descriptions, job postings, interview questions, and evaluation forms.
  • Develop and oversee a structured position approval process, ensuring alignment with budget, staffing models, and organizational priorities.
  • Partner with department leaders to forecast staffing needs and implement recruitment strategies that support PCC's rapid growth.

Employee Relations & Performance Management

  • Facilitate crucial conversations and coach leaders through employee concerns, performance challenges, and conflict‑resolution scenarios.
  • Support corrective action processes, documentation, performance management, and progressive discipline.
  • Conduct exit interviews, synthesize trends, and recommend solutions for retention and workforce engagement.

HR Operations, Policies & Compliance

  • Maintain and update the Employee Handbook, HR policies, and HR‑related SOPs to ensure compliance with California and federal employment laws.
  • Oversee HRIS functions (Workday) and ensure accuracy of employee data, reporting, and workflows.
  • Conduct periodic audits of HR files, including licensure/certification verification, training documentation, and required regulatory documentation.
  • Partner with leadership to support compliance related activities such as regulatory readiness, policy review cycles, corrective actions, and audit follow‑up.
  • Ensure required staff education and compliance training (e.g., HIPAA, safety, OSHA) are assigned, completed, and documented.

Compensation, Benefits & HR Administration

  • Partner with finance to maintain compensation bands, market alignment, and internal equity.
  • Support benefits administration, including open enrollment, employee education, and issue resolution.
  • Manage HR workflows related to leaves of absence, accommodations, employment status changes, and related documentation.

Change Management & Culture Stewardship

  • Lead and support change initiatives associated with growth-including new processes, org structure updates, workflow adoption, and policy modernization.
  • Promote a culture of transparency, professionalism, and continuous improvement throughout all HR‑related efforts.
  • Support leaders in consistent messaging, communication planning, and staff engagement during organizational transitions.

Multi‑Site HR Coverage

  • Ensure smooth, consistent HR operations across Monterey, Los Gatos, and Gilroy.
  • Maintain on‑site presence across locations to understand local needs, support staff and leaders, and address HR issues in real time.

QUALIFICATIONS & REQUIREMENTS:

  • Bachelor's degree in Human Resources, Business, Healthcare Administration, or related field - Required.
  • Minimum 3 years of progressive HR experience; healthcare HR experience strongly preferred.
  • Strong knowledge of California employment laws, HR compliance, and HR best practices.
  • Professional HR certification (SHRM‑CP/SHRM‑SCP or PHR/SPHR) - Preferred.

DESIRABLE SKILLS & EXPERIENCE:

  • Experience supporting or leading HR operations in multi‑site environments.
  • Demonstrated ability in employee relations, conflict resolution, and facilitating crucial conversations.
  • Proven experience supporting organizational change and championing stakeholder buy‑in.
  • Experience with HRIS systems (Workday preferred), HR metrics, reporting, and process optimization.
  • Experience developing job descriptions, competency models, and structured hiring frameworks.
  • Background supporting compliance, regulatory, or quality‑related programs in a healthcare setting.
  • Strong project management skills, particularly in fast‑growing or changing environments.
  • Ability to manage sensitive issues with a high degree of professionalism and confidentiality.
  • Experience designing training, onboarding pathways, and leadership development tools.
