The City of Salem is seeking a Junior Human Resources Business Partner to provide dedicated human resources support to the Salem Housing Authority (SHA). This position offers an opportunity to support an organization focused on providing safe, affordable housing and strengthening the Salem community while developing broad public-sector human resources experience.
This recruitment is for a Junior Human Resources Business Partner assigned to the Salem Housing Authority and classified as a Management Analyst HA II. The successful candidate will apply human resources knowledge and analytical skills to support SHA's workforce needs while working as part of the City of Salem Human Resources team.
The Junior Human Resources Business Partner provides consultative, analytical, and technical human resources assistance primarily to SHA leaders and employees. The position supports assigned elements of human resources administration, which may include recruitment and selection, classification and compensation, performance management, employee relations, organizational development, training, accommodations and protected leaves, policy implementation, workforce planning, and related HR programs. The position also coordinates with City Human Resources, Legal, payroll, benefits, labor relations, and other partners to ensure consistent and compliant HR practices.

As a Junior Human Resources Business Partner, you will work closely with experienced City Human Resources professionals and SHA leadership. This assignment provides hands-on experience across a broad range of HR functions while allowing the employee to build specialized knowledge of housing-authority operations, federally funded programs, and the workforce needs of SHA.

About us:
The Salem Housing Authority is a separate municipal corporation that provides affordable housing programs and services to individuals and families in the Salem community. SHA is led by the Director of Housing within the City of Salem Community Planning and Development Department and works in partnership with City departments and community organizations to advance housing stability and opportunity.
The City of Salem Human Resources Division provides professional HR services across the organization. This position will be part of the City Human Resources team for supervision, professional standards, training, and coordination, while being funded by and primarily assigned to support SHA.
