This is a Salem Housing Authority position, which is a separate employer from the City of Salem.

The City of Salem is seeking a Junior Human Resources Business Partner to provide dedicated human resources support to the Salem Housing Authority (SHA). This position offers an opportunity to support an organization focused on providing safe, affordable housing and strengthening the Salem community while developing broad public-sector human resources experience.

This recruitment is for a Junior Human Resources Business Partner assigned to the Salem Housing Authority and classified as a Management Analyst HA II. The successful candidate will apply human resources knowledge and analytical skills to support SHA's workforce needs while working as part of the City of Salem Human Resources team.

The Junior Human Resources Business Partner provides consultative, analytical, and technical human resources assistance primarily to SHA leaders and employees. The position supports assigned elements of human resources administration, which may include recruitment and selection, classification and compensation, performance management, employee relations, organizational development, training, accommodations and protected leaves, policy implementation, workforce planning, and related HR programs. The position also coordinates with City Human Resources, Legal, payroll, benefits, labor relations, and other partners to ensure consistent and compliant HR practices.

As a Junior Human Resources Business Partner, you will work closely with experienced City Human Resources professionals and SHA leadership. This assignment provides hands-on experience across a broad range of HR functions while allowing the employee to build specialized knowledge of housing-authority operations, federally funded programs, and the workforce needs of SHA.

What you will do:

• Serve as the primary day-to-day human resources contact for SHA leaders and employees, under the guidance and supervision of City Human Resources leadership.
• Coach, advise, and support SHA leaders and employees on employee relations, performance management, workplace expectations, compensation, talent planning, accommodations, protected leaves, organizational structure, policy implementation, and employment-law requirements.
• Partner with SHA leadership to understand business objectives, operational requirements, and workforce needs and provide practical, responsive HR support.
• Coordinate employee accommodation and protected-leave processes with the appropriate City Human Resources specialists and support SHA managers and employees throughout those processes.
• Provide HR consultation to SHA managers, facilitate timely resolution of workplace concerns, and elevate complex or high-risk matters to the appropriate City Human Resources or Legal staff.
• Support organizational design, succession planning, talent development, employee engagement, workforce planning, and change-management efforts for SHA.
• Assist with the development, coordination, and delivery of employee and manager training and professional development programs for SHA and, when assigned and workload permits, for City departments.
• Advise and coach managers on employee relations, performance management, documentation, corrective action, and workforce planning, consistent with City and SHA policies and applicable collective bargaining agreements.
• Conduct or assist with workplace reviews and investigations by gathering and analyzing information, documenting findings, and developing recommendations in consultation with senior HR staff.
• Assist in designing, implementing, and evaluating HR programs, procedures, training, and policies that support an inclusive, accountable, and high-performing workplace.

• This is an in-person position. Regular work hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m.

What are the minimum qualifications?

• Must pass the pre-employment background check.
• Some positions may require an Oregon Driver license and the ability to meet Salem Housing Authority driving standards.
• Bachelors degree from an accredited college or university in public administration, business administration, human resources, or a related field, and five years of experience in a related field, or any combination of experience and training that demonstrates possession of the knowledge, skills, and abilities listed and the ability to perform the essential job functions.

Preferences

• Professional human resources certification, such as SHRM-CP, SHRM-SCP, PHR, SPHR, or IPMA-CP.
• Experience in public-sector human resources, housing-authority operations, employee relations, recruitment, protected leaves, accommodations, training, or organizational development.

The Salem Housing Authority is a separate municipal corporation that provides affordable housing programs and services to individuals and families in the Salem community. SHA is led by the Director of Housing within the City of Salem Community Planning and Development Department and works in partnership with City departments and community organizations to advance housing stability and opportunity.

The City of Salem Human Resources Division provides professional HR services across the organization. This position will be part of the City Human Resources team for supervision, professional standards, training, and coordination, while being funded by and primarily assigned to support SHA.
