Examples of Duties

  • Strategic HR Partnership:

Serve as the primary HR liaison to Department Directors and Deputy Directors-providing expert guidance on organizational design, workforce optimization, leadership development, and service model transformation. This will include site visits to various locations through out St. Louis County.

  • Policy & Program Design:

Design and implement County-wide merit system programs and policies, including workforce planning, succession frameworks, recruitment pipelines, and performance modernization strategies.

  • Project Leadership:

Lead complex, cross-departmental projects with clear milestones and measurable outcomes-such as classification/compensation reviews, HRIS upgrades, process improvements, and employee engagement initiatives.

  • Change Management & Organizational Effectiveness:

Develop and lead change management strategies, facilitate leadership sessions, and support managers in driving organizational improvement and adoption of key initiatives.

  • Community & Talent Ecosystem Building:

Build strategic partnerships with community organizations, universities, workforce boards, and apprenticeship programs to develop equitable, future-ready talent pipelines.

  • Labor & Employee Relations Advisory:

Provide expert guidance on employee relations, complex investigations, contract interpretation, and proactive risk mitigation.

  • Capacity Building & Education:

Coach and develop HR managers and staff; deliver training on analytics, performance practices, hiring strategies, coaching, and change leadership. Stay ahead of workforce trends to inform County planning.

  • Technology & Vendor Management:

Lead HR technology solution initiatives-partnering with Procurement and IT to define business requirements, select vendors, and ensure successful implementation and adoption.

  • Crisis & Critical Incident Support:

Provide rapid-response HR strategy and support during emergencies or critical staffing events, coordinating across departments to ensure continuity of operations.

Minimum Qualifications

Candidates should possess the equivalent of a Bachelor's Degree and six years of related experience in two or more human resources functions.

Successful candidates will possess:

  • Strategic HR experience across multiple HR functions

  • Demonstrated success in leading large-scale, cross-functional initiatives

  • Communication and facilitation skills with strong relationship-building capabilities

  • Knowledge of or ability to learn and apply merit system principles and public sector HR practices.

  • Proficient in change management practices.

Additional Information

Applicants will be evaluated based on relevant education, experience, responses to supplemental questions, reference checks, and other applicable information. Only the most qualified candidates will be invited to interview. Interview scores will determine the applicants final grade; a minimum score of 70 is required for hiring consideration. Top candidates will be contacted to complete a Conviction Questionnaire within 3 days. The five highest-ranking candidates will be referred to the Department Director/Appointing Authority for final selection.

St. Louis County offers its employees many excellent benefits with paid medical insurance, 20 days of PTO (paid time off) the first year and increasing with seniority, and 11-12 paid holidays. Employees hired for full time employment will participate in the St. Louis County retirement plan where they contribute 4% of their salary to the defined benefit plan with vesting after 7 years. Other benefits include: paid life insurance, a credit union, 457 Deferred Compensation Plan, pre-tax premium pay plan, dependent care and medical expense reimbursement plans, and short and long term disability insurance.

In addition to these benefits, as of January 1, 2023, St. Louis County approved up to 480 hours of paid parental leave for eligible employees welcoming new children, either by birth or adoption. The employee can also take up to 80 hours of leave for prenatal care and up to 80 hours for care of the child within the first year.
