GENERAL DESCRIPTION, LEVEL OF RESPONSIBILITIES, AND SUPERVISOR: The Human Resources Associate performs a wide range of functions of a highly confidential nature, helping organize, coordinate, and carry out assigned human resource and payroll related projects and processes for FSA. The HR Associate also helps maintain positive employee relations and works to ensure employee satisfaction through education of HR policies and by fostering a positive work environment. The HR Associate should be highly organized, detail-oriented, and personable and approachable. The HR Associate works directly with the Senior Human Resources Manager and supports the Human Resources staff to fulfill a variety of necessary HR tasks. This position reports directly to the Senior HR Manager. FSA strives to be a trauma-informed and resilience-oriented organization. Because working with those impacted by trauma can affect staff in various ways, FSA actively identifies and employs methods to support staff to embody a healthy and sustainable balance of care for both themselves and others. SPECIFIC DUTIES, FUNCTIONS, AND RESPONSIBILITIES: - Collect and respond to any unemployment requests, Paid Family Leave requests, and other various EDD requests as needed.
- Coordinate with HR staff or Senior HR Manager to maintain recruitment strategies as necessary, including communication, research and networking efforts.
- Assist with candidate recruitment process, including posting job ads to appropriate platforms, receiving and processing candidate applications through Applicant Tracking System (ATS); forwarding to appropriate hiring supervisors; and responding to candidates as necessary.
- Assist with researching/implementing new advertisement opportunities (in-person, online, etc.).
- Coordinate the posting and removal of job ads with hiring managers.
- Prepare monthly recruitment report for use at FSA Finance and Board Meetings.
- Continuously research emerging recruitment trends and keep the HR department informed with timely updates.
- Assist with Workers Compensation filing and administrative requests.
- Maintain HR filing system and the facilitation of proper purging of files according to the records retention policy.
- Responsible for continually maintaining updated and accurate personnel records. This could involve managing paper documents and forms, updating electronic records, and moving terminated employee files as needed.
- Coordinate tracking of completion of annual performance reviews; ensure that supervisors/managers/directors complete evaluations in a timely fashion.
- As needed, assist HR Department with payroll timesheet review on a biweekly basis. This could require continued liaison with employees, supervisors, and managers to assess any timesheet issues.
- Assist Department with benefit related information.
- Support administration of FSA’s annual Open Enrollment, along with entire HR Staff.
- Assist in the creation and development of HR related data reports for various FSA programs as needed. Assist with research projects as they relate to administration of leaves, other HR processes, etc.
- Obtain and improve knowledge of employment law and best practices as pertains to the essential functions of the position; attend occasional recommended and appropriate workshops and trainings.
- Coordinate FSA trainings and workshops as needed, including networking with external organizations, scheduling events, securing venues, and arranging necessary materials and amenities.
- Attend regular meetings with the Senior HR Manager to provide ongoing and project-specific updates and to discuss future plans and goals.
- Participate in the CARES Committee, which provides team building and morale-building opportunities to improve work relationships and contribute to a healthy and safe work environment.
- Other duties as assigned.
EMPLOYMENT STANDARDS AND QUALIFICATIONS: - Bachelor’s Degree is highly desirable. A combination of education and experience will be considered in lieu of degree.
- Experience in a social services setting or agency preferred.
- Must be highly skilled in MS Office, Adobe Acrobat, writing, editing, proofreading, and database management.
- Should demonstrate attention to detail and strong organizational skills.
- Excellent analytical, computer, written, and verbal communication skills required.
- A professional attitude, good judgement, and the ability to work as part of a team are required.
- Requires demonstrated ability to handle sensitive and confidential information.
- Experience working with quantitative data preferred.
- Bilingual (English/Spanish) preferred.
- Valid California Driver License, vehicle insurance, and reliable transportation required for occasional travel to offices county-wide.
