Job Description
Lead People Strategy for a Growing City - Join Avondale as our HR Assistant Director!
Plans, organizes, and directs Human Resources programs and operations, including recruitment and selection, classification and compensation, occupational health and safety, workers' compensation, wellness initiatives, organizational development and training, employee relations, workplace investigations, and labor relations.
Essential Functions
Assists the Human Resources Director in planning, organizing, and directing activities of the Human Resources Department. Provides leadership in the development and implementation of strategic plans, policies, programs, and procedures that advance the City's goals.
Leads and manages assigned Human Resources staff by providing direction, oversight, performance management, and support in achieving departmental goals and business metrics.
Reviews and evaluates recruitment and retention strategies and processes to position the City as an "Employer of Choice". Develops and implements new strategies, processes, and procedures to support organizational workforce needs and ensure compliance with personnel rules.
Advises and consults with City management on personnel rules, policies, and procedures; advises on state and federal employment laws.
Assists City departments with a variety of personnel actions, including hiring, promotions, retention, discipline, grievances, termination, and applicable appeals.
Oversees employee relations issues by supporting and directing investigations, preparing and reviewing report findings, and providing guidance to department leaders on corrective action.
Investigates allegations of misconduct and related workplace concerns; prepares reports and recommends appropriate action, including employee improvement plans, corrective action plans, and disciplinary correspondence.
Interprets and makes decisions in accordance with personnel rules, departmental policies, and procedures.
Supports the City's compensation philosophy by making recommendations on compensation plans, including pay grade and job title assignments, and salary placements.
Serves as acting Human Resources Director in the absence of the Director.
Performs other duties as assigned.

Minimum Qualifications
A Bachelor's Degree in Human Resources or a related field. A Master's Degree in Human Resources, Public Administration, or a related field is preferred.
A minimum of seven (7) years of progressively responsible professional experience in human resources or a related functional area, including experience partnering with employees and organizational leaders to support compliance, workplace safety, accountability, employee engagement, and organizational strategic priorities. Public sector experience is preferred.
An equivalent combination of education and job-related experience may be considered on a year-for-year basis.
Two (2) years of supervisory experience is required.
A valid Arizona Operator's Driver's License is required.
SHRM-SCP/CP, SPHR/PHR, or IPMA-CP/SCP certification preferred.
