Minimum Qualifications
Bachelor s degree. Two (2) years of experience in human resources or personnel experience. Additional experience in human resources or personnel experience may substitute for the college education on a year-for-year basis.

The Human Resources Analyst - Labor and Employee Relations supports the administration of Labor and Employee Relations activities for the Clerk of the Court and Comptroller (COCC). This position performs analytical and case preparation work supporting employee-relations matters that are more complex and sensitive in nature. This position assists the Division Director in ensuring compliance and the accurate processing of highly sensitive and complex administrative actions, including but not limited to formal counseling, progressive disciplinary actions, employee arrests, grievances, complaints, investigations, compliance with the overall administration of collective bargaining agreements, related organizational policy and procedures, and applicable federal, state, and local requirements. This role provides key support for the organization's employee-relations activities, promoting adherence to collective-bargaining agreements, and assisting with providing guidance to employees, supervisors, and managers through various administrative actions and related due‑processes.
PREFERRED QUALIFICATIONS
- Experience in public sector, and/or union environments.
- Professional certification (e.g., CEBS, SHRM-CP, PHR) is highly desirable.
- Experience assisting with, or conducting workplace investigations, or assisting in the negotiation and/or administration of collective bargaining agreements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist the Division Director in the preparation, preliminary review, and processing of formal counseling, progressive discipline, failure of probation cases, employee arrests, employee support services, EEOC and fair employment matters, and other administrative actions.
- Assist in reviewing, interpreting, and referencing collective bargaining agreements to provide guidance to departments; review labor‑management disputes and assists the Division Director with the fact-finding and preparation of supporting documentation.
- Provide administrative support for hearings and appeals including preparing documents, organizing case materials, and conducting routine research to assist in unemployment, arbitration, mediations, and other legal proceedings; support supervisors through established disciplinary and due‑process steps.
- Assist in researching and applying rules, regulations, and laws governing personnel actions by researching relevant information and providing preliminary guidance to employees, supervisors, and managers regarding employee-relations matters, contract compliance, performance management, and workplace standards.
- Support management by preparing materials, gathering information, and assisting with the implementation of HR best practices, performance management processes, standard operating procedures (SOPs), conflict resolution resources, and other organizational initiatives.
- Assist with ensuring that HR practices comply with federal, state, and local regulations (including FLSA, FMLA, ADA, Title VII, and applicable Florida statutes) by preparing reports, correspondence, and assisting composing memorandums of understanding, and other documentation for management review for governmental and collective‑bargaining stakeholders/related matters, when needed.
- Facilitate the fulfillment of public records requests assigned to the Human Resources Department.
- Participate in formal counseling and disciplinary action meetings as the Labor and Employee Relations Division representative.
- Maintain case files, documentation, and records in accordance with retention schedules, public-records requirements, and confidentiality requirements standards.
- Provide customer service by responding to routine inquiries from employees and supervisors regarding HR policies, procedures, and labor‑relations matters.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is performed in an office setting. May require extended periods at a computer. Occasional lifting of materials (up to 10 lbs) may be required, as well as attendance to hearings/meetings and/or different facilities to conduct investigations.
