Job Description

The Department of Natural Resources, Support Services Division, is recruiting for a Human Resource Technician 3 in Juneau.

This position is in the Confidential Bargaining Unit at a range 15.

This position is open to Alaska Residents only.

Please check our residency definition to determine if you qualify.

What You Will Be Doing:

In this role, you will serve as the working technical payroll resource for the DNR Payroll Team, ensuring that employees are paid accurately, on time, and in full compliance with state and federal law, Personnel Rules, and multiple collective bargaining agreements. Your core responsibilities will include:

  • Certifying and owning the full payroll cycle: As the units certifier, you will review and certify the accuracy and legality of a high volume of personnel actions across multiple bargaining units - including appointments, promotions, demotions, transfers, separations, acting status, return from leave without pay, longevity and merit increases, address changes, and more. You will also audit timesheets, calculate leave payoffs, correct action-entry errors, and resolve pay discrepancies, serving as the technical quality-control point for work produced by subordinate staff.
  • Leading and directing a payroll team: You will supervise, evaluate, and develop a staff of six HR Technicians, delegating workflow, setting priorities, and ensuring all payroll deadlines are consistently met across the department.
  • Conducting and overseeing audits: You will perform and review audits covering merit anniversary dates, leave without pay (LWOP) impacts, leave accruals, workers compensation adjustments, PERS computations, and premium pay - and serve as the resource for lower-level staff on all audit types.
  • Advising managers and employees: You will provide authoritative guidance on personnel and payroll issues, draft correspondence, negotiate overpayment repayment schedules, and help resolve complaints with professionalism and discretion.
  • Supporting operational integrity: You will contribute to standard operating procedures and training, serving as a resource to the payroll team and departmental administrative staff to help build a unit that is accurate, consistent, and resilient.

Mission and Values/Culture:

The Department of Natural Resources manages Alaska's natural resources in the best interest of Alaskans - developing, conserving, and maximizing their use consistent with the public good. DNR's HR Payroll team supports that mission by ensuring the people who carry it out are paid accurately, treated fairly, and backed by staff who are reliable and hold themselves to a high standard. Within Support Services, we value professionalism, collaboration, and integrity.

We are building a team culture grounded in:

  • Accountability: We own our work and our mistakes, and focus quickly on lessons learned.
  • Partnership: We build relationships across divisions and with statewide partners that make the work better for everyone.
  • Technical excellence: We hold ourselves to a high standard because the employees we serve depend on it.
  • Investment in people: A well-trained, supported team delivers better outcomes - for DNR and for Alaskans.

Benefits of Joining Our Team:

This is an opportunity to join a team proud of the work it does and the department it serves. DNRs reach spans nearly every corner of Alaska - from state parks and forestry to oil and gas and agriculture - and the HR team plays a direct role in supporting the people who carry that mission forward. We believe that taking care of our people starts with us, and we are committed to building a workplace that is both professionally rewarding and personally sustainable. Some of what makes this team a great place to work:

  • A genuine commitment to work-life balance and employee well-being.
  • Meaningful connection to a department with broad, visible impact across Alaska.
  • Exposure to varied HR functions, with opportunities for professional growth and employee engagement.

Additionally, this position comes with a comprehensive benefits package including paid leave, retirement options, and medical, vision, and dental plans, all designed to support professionals both personally and professionally as they serve the public. Please see the Benefits tab for details.

The Working Environment You Can Expect:

This position is located at 400 Willoughby Avenue with dedicated employee parking, where you will work as part of DNRs HR team under the direct supervision of the DNR Payroll Supervisor. The work is deadline-driven and technically demanding - with seasonal surges that require reliability, advance planning, and composure under pressure - and calls for consistent professionalism in every interaction with employees, managers, union representatives, and statewide partners. You can expect:

  • A collaborative, solutions-focused HR team environment.
  • Regular engagement with statewide DOA partners and DNR division leadership.
  • A convenient downtown location with outdoor spaces for breaks and lunches, and hybrid telework possibilities.

We are looking for a candidate who possesses the following position-specific competencies.

  • Analytical Thinking/Problem Solving: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.
  • Attention to Details: Is thorough when performing work and conscientious about attending to detail.
  • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Professionalism: Consistently displays the collection of competencies and skill expected of a professional. Professionalism is defined by its key behaviors including being accountable for actions and assigned projects; practicing efficient work habits to effectively manage time and workload; clearly communicating and expressing thoughts and ideas in writing and in person; possessing the ability to understand how non-verbal communication impacts the workplace; working effectively as part of a team to achieve productive outcomes; and consistently demonstrating, emotional intelligence, integrity, and ethical behavior.

If you are ready to bring your payroll expertise and leadership skills to our team, we encourage you to apply!
