Job Summary

Under general supervision, the HR Support Specialist performs a broad range of human resources support activities for unionized, blue-collar operations. The role coordinates with managers, employees, plant locations, vendors, clinics, and internal departments to support recruiting, onboarding, compliance, employee records, and daily HR operations. The successful candidate must be organized, practical, comfortable working directly with plant personnel, and able to handle sensitive employee matters professionally.


Key Responsibilities

  • Administer the pre-employment hiring process, including background reports, physicals, drug screens, and orientation scheduling.
  • Conduct new hire orientation and process required paperwork for Payroll and SAP data entry.
  • Recruit for hourly positions supporting ready-mix concrete and aggregate operations.
  • Create and maintain personnel files, Driver Qualification Files, and medical files; purge terminated employee files according to retention requirements.
  • Process new hires through E-Verify and maintain accurate I-9 documentation.
  • Complete regional new hire reporting requirements.
  • Expedite post-accident drug-screen results to managers.
  • Maintain Driver Qualification Files for commercial drivers and DOT-regulated employees, including annual MVR processing and medical certifications.
  • Maintain relationships with contracted industrial clinics and the Medical Review Officer.
  • Assist with job fairs, plant events, employee meetings, and disciplinary actions.
  • Conduct annual audits of personnel files, Driver Qualification Files, I-9 forms, and other HR processes.
  • Prepare and maintain employee communications for the regional office and plant locations.
  • Answer calls to the HR line and route questions to Benefits, Payroll, Workers Compensation, Safety, or other departments.
  • Order and maintain annual labor law posters for regional and plant locations.
  • Respond to unemployment claims when necessary.
  • Process vendor invoices accurately and on time.
  • Continuously improve administrative systems and processes while following internal policies.
  • Provide responsive service to employees, managers, vendors, and internal partners.

Required Qualifications

  • Human resources experience supporting unionized employees or operations.
  • Knowledge of DOT compliance requirements and documentation for regulated employees.
  • Experience with HR compliance, employee records, audits, and confidential documentation.
  • Hands-on recruiting and onboarding experience for hourly employees.
  • Ability to work effectively in a plant and industrial environment with noise, dust, equipment, and direct interaction with blue-collar employees.
  • Basic knowledge of state and federal labor laws, including FLSA, Title VII, EEO, and leave requirements.
  • Strong Microsoft Office skills, including Outlook, Word, Excel, and PowerPoint.
  • Strong interpersonal, written, and verbal communication skills.
  • Ability to multitask, prioritize, follow through, and maintain structure in a busy environment.
  • High level of confidentiality, professionalism, ethics, patience, and sound judgment.

Preferred Qualifications

  • Bilingual English and Spanish.
  • Experience in construction, building materials, manufacturing, transportation, logistics, aggregates, ready-mix concrete, or a similar industrial setting.
  • Experience supporting commercial drivers and maintaining Driver Qualification Files.
  • Prior HRIS or SAP experience.
  • Bachelor’s degree in Human Resources, Business Administration, Labor or Industrial Relations, Public Administration, Social Science, or a related field.
