Help
The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the Wyoming Army National Guard and the functions of the Retirement Services Office.
Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members.
Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users.
Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program.
Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full-time Technician, or civilian.
This is NOT an all-inclusive list of duties.

KEY REQUIREMENTS:
Must submit IPPS-A STP with application.
Must meet minimum/specialized experience req. for position and grade level.
Must possess or be able to obtain/maintain a T3/SECRET security clearance.
May be required to successfully complete a two-year trial period.
Federal employment suitability is determined by a background investigation.
Recruitment/Relocation Incentives ARE NOT authorized.
PCS costs are not authorized. Must be willing to relocate at own expense if selected.
Must become Retirement Service Officer (RSO) certified within 6 months of assignment.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the DCSPER.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the US Army, Army Reserves or other states Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK:
Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.
GENERAL EXPERIENCE:
Must possess progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must possess specialized experience to perform the duties of the position. The applicants educational-degree study program or military or civilian academic courses may be substituted for some specialized experience. Must be able to demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) that encompass human resources programs business competencies, familiarity with the subject matter or processes used in human resources programs associated with the Department of War, National Guard Bureau, and U.S. Army.
NOTE: Education and/or Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Education must demonstrate the knowledge, skills, and abilities necessary to do the work of an HR Specialist.
Masters or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree.
You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

ORGANIZATION
The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.
Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.
