We are seeking a dynamic and highly motivated Bilingual HR Manager fluent in both English and Mandarin. This is a permanent position requiring a minimum of 5+ years of experience in Human Resources Management. The ideal candidate will have a proven track record in managing a range of HR functions, including but not limited to: talent acquisition, employee relations, performance management, training and development, and HR compliance.

Responsibilities:

As an HR Manager, you will be the cornerstone of our HR operations, playing a pivotal role in shaping our company culture and employee experience. Your responsibilities will include:

1. Developing and implementing HR strategies and initiatives aligned with the overall business strategy.
2. Bridging management and employee relations by addressing demands, grievances, or other issues.
3. Managing the recruitment and selection process to ensure a competitive and diverse workforce.
4. Overseeing and managing a performance appraisal system that drives high performance.
5. Supporting current and future business needs through the development, engagement, motivation, and preservation of human capital.
6. Developing and monitoring overall HR strategies, systems, tactics, and procedures across the organization.
7. Ensuring legal compliance by monitoring and implementing applicable HR federal and state requirements, conducting investigations, maintaining records, and representing the organization at hearings.
8. Fluent communication in both English and Mandarin to ensure clear and effective communication across all levels of the organization.

Qualifications:

To be successful in this role, you will need:

1. A Bachelor's degree in Human Resources or related field. A Master's degree in HRM will be a plus.
2. Minimum of 5+ years of experience in Human Resources Management.
3. Bilingual proficiency in both English and Mandarin.
4. Demonstrated competence in various HR functional areas: talent acquisition, employee relations, performance management, training and development, and HR compliance.
5. Strong knowledge of HR systems and databases.
6. In-depth knowledge of labor law and HR best practices.
7. Excellent active listening, negotiation, and presentation skills.
8. Ability to architect strategy along with leadership skills.
9. Competence to build and effectively manage interpersonal relationships at all levels of the company.
