WHO WE''RE LOOKING FOR

The HR Compliance Specialist reports to the Program Manager, People Services and Analytics and serves as a compliance-focused resource within the Employee Resource Center (ERC). This role responds to Tier 1 People & Culture inquiries and owns routine compliance activities while also performing transactional responsibilities across ERC operations. The HR Compliance Specialist applies employment policies in routine and moderately complex matters, ensures documentation integrity and provides guidance on processes and compliance standards. The Advisor II exercises professional judgment while promoting consistency, operational reliability, and regulatory compliance.

WHAT YOU BRING

  • Bachelors' degree in Business Administration, Human Resources or a related field is required. Additional related experience may substitute for education on a year for year basis up to four years.

  • Three (3) years of progressively responsible HR experience, including compliance and exposure to employee relations.

  • Intermediate experience with Microsoft Office suite including Excel, Word, PowerPoint, SharePoint, Teams and Outlook, or similar software

Knowledge, Skills, and Abilities:

  • Working knowledge of employment law and regulatory compliance requirements.

  • Strong professional judgment and problem-solving skills.

  • Effective written and verbal communication skills.

  • Ability to build productive working relationships across departments.

  • Ability to manage competing priorities in a dynamic environment.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.

Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:

As a Hybrid position, onsite presence is guided by team collaboration needs, customer and front-line team member interactions, and role responsibilities. People leaders will set expectations for onsite presence; however, incumbents are generally encouraged to work 8 to 12 days in office per month. Mobility status is subject to change at any time based on business needs and organizational decisions.

SECURITY SENSITIVE POSITION

This position has been identified as a "Security Sensitive" position. CapMetro will conduct annual background checks on incumbents in this position. A position is "Security Sensitive" if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.

WHAT YOU''LL BE DOING

ERC Service Delivery & Transaction Processing

  • Ensure transactional accuracy in employment verifications, unemployment documentation, motor vehicle record check processes, and related ERC activities.

  • Receive and respond to Tier 1 People & Culture inquiries related to policies, procedures, benefits, compliance requirements, and general programs.

Compliance, Audit & Records Management

  • Monitor compliance integrity across ERC activities and identify gaps requiring corrective action.

  • Oversee employee records management ensuring compliance and an audit-ready state.

  • Conduct documentation reviews to ensure adherence to established policies and audit standards.

  • Support immigration documentation tracking and related compliance processes as directed.

Policy Guidance & Employee Relations Support

  • Interpret and apply policies in routine and moderately complex matters and ensure consistent application of procedures.

  • Assist in providing routine guidance to leaders on progressive discipline processes and documentation requirements.

  • Assist in drafting corrective action documentation and related communications.

  • Support investigation preparation activities, including documentation gathering and case organization.

Process Improvement, Documentation & Organizational Support

  • Draft and revise standard operating procedures and process documentation to improve clarity and operational consistency.

  • Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by following safety and security policies and reporting concerns.

  • Perform other duties as required and/or assigned.
