HR Benefits Specialist

Purpose Statement

The job of HR Benefit Specialist is done for the purpose/s of providing support to human resource services with specific responsibility for administering and auditing operational Human Resource processes related to benefits, employee leave, retiree services, and HRIS systems; providing information to employees regarding various benefits programs; addressing a variety of personnel issues and/or providing general support; and assisting in ensuring that personnel functions conform to all applicable regulatory requirements.

This Job reports to the Director of Human Resources.

Essential Functions

  • Administers employee benefit programs in compliance with contracts (e.g. enrolling new employees, explaining benefit options, mediating benefit eligibility and payment issues, open enrollment, filing claims, special enrollment, return to work, etc.) for the purpose of providing maximum coverage to employees within contract specifications.
  • Assists personnel, beneficiaries and/or insurance providers for the purpose of verifying eligibility, conveying information and facilitating resolution of benefits related issues.
  • Communicates with other employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, personnel records and related legal requirements.
  • Audits and reconciles all HRIS data for employee new hires, changes, and terminations (e.g., changes in contract hours, days, and rates) for the purpose of ensuring data integrity and accuracy in payroll, benefits, and HR.
  • Collaborates with Finance, Payroll, and third-party vendors to troubleshoot discrepancies, resolve compliance issues, and streamline interdepartmental processes.
  • Distributes documents (e.g. open enrollment packets, change forms, fringe benefit packages, FMLA/leave of absence guides and applications, flyers, identification cards, etc.) for the purpose of providing information and proof of insurance coverage/s and ensuring employees understand available leave and benefit options.
  • Informs employees regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action and/or referring to someone else if appropriate.
  • Maintains a variety of benefit information (e.g. provider contracts, claim files, employee records, benefit invoices, etc.) for the purpose of providing an up-to-date reference and audit trail.
  • Maintains physical and electronic documents, files and records for the purpose of providing accurate information in compliance with established guidelines.
  • Monitors a variety of processes (e.g. application, eligibility, etc.) for all leave of absence programs, including coordination of leave and return to work procedures.
  • Participates in meetings, workshops and seminars as assigned for the purpose of conveying and/or gathering information required to perform functions.
  • Prepares written materials (e.g. reports, memos, letters, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. Processes a variety of benefit information for the purpose of completing enrollment/changes within program guidelines.
  • Manages all benefits and payroll functions for the district''s retiree group. Researches discrepancies between employee, payroll, benefit provider/s, and government agencies for the purpose of ensuring accuracy of records and maximizing eligible payments.
  • Resolves conflicts with benefit providers for the purpose of verifying eligibility, conveying information and processing claims.
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  • Supports the Human Resource administrators and department staff for the purpose of assisting in the performance of their work activities.
  • Provides cross-functional coverage and operational support by serving as back-up to the HR Onboarding Specialist for role with Evaluations within Perform
  • Provides cross-functional coverage and operational support by serving as the backup to the Senior HR Benefits Specialist for benefit administration.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities

SKILLS are required to perform single, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: planning and managing projects; preparing and maintaining accurate records; operating standard office equipment; and utilizing pertinent software applications.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: personnel practices applied within a school district environment; interpreting contract language; and codes, regulations & laws related to the job functions.

ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Work Environment

The usual and customary methods of performing the job''s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, 10% standing. The job is performed in a generally hazard free environment.
