Concordia University is needing an HR and Payroll Specialist who wants to be a part of this mission. The main campus (and this role) is located in Seward, Nebraska. Position Purpose:

The primary responsibility of this position is to assist the Human Resources Department with the completion of Concordia University, Nebraska's payrolls with accuracy, timeliness, and accountability. This position will support the Human Resources Department with benefits and leave administration, student employment, and all facets of the Human Resources lifecycle. Must be 19 years or older to apply.

Responsibilities:

  1. Responsible for the accurate and timely completion of all University payrolls with a customer service, mission-minded approach, and with a high degree of detail.
  2. Monitor timecards, time-off systems, various leave processes/policies, and time-off accruals for workers. Provide guidance, answer questions, and resolve issues with collaboration between the Human Resources Department. Assists with FMLA and disability-related absences.
  3. Monitor, enter, and accurately maintain all paper and electronic files related to payroll.
  4. Prepare payroll reports and data for reconciliation and journal entry purposes, process off-cycle manual checks, and prepare the year-end W-2 processes. Provides payroll reports to Business/Finance Office, HR, and CUNE leadership as requested. Assists with GL balancing and collaborates with Business/Finance team.
  5. Ensure all new hires are properly set-up in the payroll system including leave balances/set-up, employee benefits, tax, direct deposit, and personnel data following protocol and procedures.
  6. Be the primary point of contact for student employment for all departments of the University, assist with the processing of new student requisitions, I-9 verifications, purging students no longer employed, monitor student employment for budgeting purposes, and collaborating with the Human Resources Department on student hiring. Communicate and collaborate with students and student supervisors regarding hiring processes, time recording, and access to Paycor.
  7. Act as the primary point of contact for access to Paycor, password resets, and solving access-related issues.
  8. Maintain all payroll-related tax records. Assist workers with retrieving W-2s and work directly with the payroll processor and Business Office to ensure all tax-related processes are completed.
  9. Process and verify all payroll deductions, including benefit deductions for employee changes and open enrollment, taxes, reportable values of life/disability/pension and various deductions.
  10. Assist and process the housing allowance benefit for ministers of religion, to ensure an accurate and proper processing of payroll. Annually renew the housing allowance benefit.
  11. Responsible for reconciliation of any errors. Research, resolve, and answer payroll-related questions including access to the timecard systems.
  12. Prepare and assist with the payment of all faculty load and compensation (FLAC) to ensure proper and timely payment of faculty assignments, workload, and pay. Coordinate with multiple departments and areas on campus for FLAC completion and accuracy. Answers inquiries regarding payroll-related FLAC questions.
  13. Assist with reporting requirements, including wage reports, payroll garnishments, stop payments, direct deposits, and all necessary tax payroll deposits including all third-party agencies.
  14. Prepares journal vouchers/entries, general ledger reports, and assists with balancing the payroll data.
  15. Prepares and distributes the meal plan options for campus workers, ensuring meal plan options are properly deducted from paychecks and balanced with the Business/Finance team.
  16. Maintains a working knowledge of payroll taxes, unemployment requirements, and wage audit information for federal and state agencies.
  17. Sort, review, and prepare payroll information for accuracy and prioritization.
  18. Process general payroll information changes (hires/terminations/assignment changes) ensuring proper authority levels are maintained and/or received.
  19. Ensure compensation levels, benefit elections and deductions are updated and accurate.
  20. Reconcile and ensure the payment of all payroll-related invoices, including benefit plans and payroll system invoices.
  21. Prepare annual payroll calendars and schedules; distribute them to campus and assist with schedule-related questions.
  22. Act as liaison between benefit/payroll vendors and employees to promptly resolve issues and concerns.
  23. Compile and process all payroll related audit requests and reports for external auditors and federal/state agencies.
  24. Establish and follow procedures for payroll workflows and cyclical payroll-related items.
  25. Maintains a solid working knowledge of the payroll and HR systems, including updates, maintenance, and implements new processes to increase efficiency.
  26. Maintains a high level of confidentiality, ensuring payroll information is not compromised or accessible outside of CUNE-provided facilities and computer equipment.
  27. Partner with the Human Resources and/or Business/Finance team to train on payrolls/functions to ensure proper back-up is in place.
  28. Ensures University compliance with federal and state employment laws, as well as other compliance and record retention requirements.
  29. Able to deal with and guard highly confidential information.
  30. Other duties as assigned.
Qualifications:

Education-
  • Bachelor's degree in human resources/business administration is required.
Experience-
  • One to three years of full-time experience within human resources, payroll, and/or benefits administration is required.
Certifications-
  • Willing and able to complete related certifications within the payroll system's training modules.
Specialized Knowledge-
  • Knowledge of general business/accounting/payroll principles.
  • Knowledge and understanding of a variety of benefit programs including but not limited to health insurance, disability insurance, life insurance, retirement, health savings accounts, unemployment insurance, FMLA, workers compensation, etc.
  • Knowledge and understanding of employment law and other federal and state regulations as they apply to human resources and the University.
  • Able to maintain and work within a dual-control system.
Proficiencies-
  • Proficient in the use of technology, payroll systems, software applications including Banner and FLAC related applications, databases, spreadsheets, and word processing.
  • Mathematical aptitude.
  • Strong attention to detail and organizational skills.
  • Critical thinking and problem solving skills.
  • Excellent time management skills with ability to juggle multiple tasks on sometimes short deadlines.
  • Ability to interpret, adapt, and apply guidelines and procedures.
