Minimum Qualifications
Bachelor s degree. Four years of administrative experience in housing program planning and policy development to include experience developing and executing HUD planning frameworks; researching, interpreting, and implementing federal, state, and local housing policy. Additional administrative experience in housing program planning and policy development may substitute for the required education on a year-for-year basis.

This is a highly advanced professional position reporting to the Assistant Director of the Office of Strategic Initiatives and Planning (OSIP) and is responsible for managing the planning cycles and developing the agency's Public Housing Agency (PHA) Plans that includes the PHA 5-Year Plan, Annual Plan, Section 8 Housing Choice Voucher (HCV) Administrative Plan, Deconcentration Analysis, and Public Housing Admissions and Continued Occupancy Policy (ACOP). In addition, this position is responsible for U.S. Department of Housing and Urban Development (HUD) Office of Public and Indian Housing (PIH) notices research, interpretation, incorporation, and training of policies and procedures and other regulatory documents, and supervising, planning, organizing, and implementing various administrative activities in the OSIP at the Miami-Dade County Department of Housing and Community Development (HCD). This position is responsible for training HCD staff on policy changes to adhere to regulations and researching and applying for waivers or other programmatic support associated with HUD's PIH programs. This position requires extensive knowledge of HUD regulations and will provide support and guidance on system development and management for applications, communications to the community, applicants, and staff.
Preference: Experience in administering publicly funded housing programs; interpreting and implementing HUD PIH regulations; providing technical assistance and training related to housing program compliance; and working with HUD Public and Indian Housing programs is preferred.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Housing and Community Development will be required to adhere to directives from the Mayor or the Mayors designee to report to work and perform all duties assigned during a declared state of emergency.
