Minimum Qualifications
Bachelor s degree. A minimum of four years of experience in marketing, communications, community outreach or public relations is required. Additional experience in marketing, communications, community outreach or public relations may substitute for the required college education on a year-for-year basis. Supervisory experience preferred.

The Chief Communications and Engagement Officer is responsible for elevating the organization's brand, strengthening message alignment, and driving meaningful engagement with residents, community partners, public officials, stakeholders, and the broader public. This role leads the development and implementation of strategic communications and engagement plans that support Housing and Community Development initiatives and advance the agency's long-term priorities.
In this leading role, the incumbent will design and execute communication strategies that increase transparency, strengthen trust, enhance project visibility, and expand awareness of the agency's mission, programs, and impact. The role plays a critical part in shaping how the agency communicates with the community, ensuring that messaging is clear, accessible, consistent, and aligned with organizational goals, County priorities, and the communications objectives of the Mayor's Office. The position works closely with the Mayor's Office to support coordinated messaging, facilitate effective media relations, and ensure timely and accurate communication regarding agency initiatives, programs, and accomplishments. The incumbent will also collaborate closely with the County's Communications, Information and Technology Department (CITD) to ensure alignment across digital communications platforms, public information initiatives, branding standards, and technology-driven engagement strategies.
Additionally, this role supports the broader strategic priorities, including resident engagement, partnership development, resource generation, and funding efforts. Candidates must demonstrate the ability to develop integrated communication strategies, build strong relationships across diverse community groups, and lead initiatives that amplify the agency's brand and strengthen its presence within the community.
Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of Housing and Community Development will be required to adhere to directives from the Mayor or the Mayors designee to report to work and perform all duties assigned during a declared state of emergency.
