Duties Description The incumbent of this position will report to the Counter Foreign Malign Influence Unit within the Office of Counter Terrorism.
Performing Homeland Security Analysis focused on Counterintelligence. Homeland security analysis includes, but is not limited to, analysis of analysis of tactics and trends; infrastructure security trend analysis; program evaluation; physical and cyber security risk convergence; threat analysis; physical or cyber security risk assessments, or emergency management analysis; or any other public safety analysis as appropriate.
The Homeland Security Program Analyst (HSPA) 1 will report to the Homeland Security Program Analyst (HSPA) 3 Vetting Manager, with primary responsibilities focused on vetting foreign representatives related to the Office's Countering Foreign Maligned Influence. The HSPA will continuously improve open source research processes by: conducting research and policy analysis on foreign maligned influence, security and risk topics related to homeland security, public safety issues and national priorities, provide program and operational support, communicate and coordinate with agency stakeholders and partners in the public and private sector to insure they are meeting the specific objectives of homeland security and public safety services programs, policies and strategies; and participate in programmatic and agency outreach activities.
Duties include but are not limited to the following:
Minimum Qualifications NON-COMPETITIVE
Six years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
Substitution: An associate degree may substitute for two years of experience; a bachelors degree may substitute for four years of experience; a masters degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agencys Telecommuting Program Guidelines.
This position is eligible for location pay of $4,000.
