Job Title: Highway Project Manager

Job Description

The Highway Project Manager leads complex transportation projects from inception through completion, owning scope, schedule, and budget while ensuring high-quality technical delivery. This role develops and executes comprehensive project management and quality assurance plans, coordinates multidisciplinary teams and subconsultants, and maintains strong client relationships. The Highway Project Manager plays a key role in strategic growth by supporting proposal efforts, marketing initiatives, and long-term planning, while contributing to a collaborative, employee-focused culture.

Responsibilities

  • Lead highway and transportation projects from start to finish, taking full ownership of project scope, schedule, and budget.
  • Develop detailed project plans, including formal Project Management Plans and QA/QC processes, to guide project execution.
  • Build, maintain, and update project schedules, tracking milestones and progress to ensure on-time delivery.
  • Coordinate with internal project teams and subconsultants to deliver high-quality, technically sound project outcomes.
  • Monitor project performance metrics, identify potential risks or issues, and implement effective mitigation strategies.
  • Manage change orders, task proposals, and all related project documentation to maintain clear and accurate records.
  • Communicate key project updates, risks, and status reports to stakeholders in a clear and timely manner.
  • Prepare and present progress reports, including financial and schedule status, to internal and external stakeholders.
  • Review project invoices for accuracy and alignment with contract terms, and support timely billing processes.
  • Lead client presentations and meetings, clearly explaining project status, technical approaches, and next steps.
  • Build and maintain strong client relationships to support successful project delivery and future opportunities.
  • Understand client goals and priorities and tailor project execution strategies to meet or exceed expectations.
  • Participate in project financial reviews and internal reporting, including budget tracking and forecasting.
  • Assist leadership with proposal efforts, including Go/No-Go decisions, technical input, and interview preparation.
  • Support marketing initiatives by helping identify new opportunities and contributing to capture strategies.
  • Collaborate with office leadership on strategic growth planning, including expanding services and client relationships.
  • Apply project engineering and design knowledge to support technical decision-making and quality control.
  • Ensure all work complies with applicable standards, regulations, and internal quality procedures.

Essential Skills

  • Bachelor's degree in Civil Engineering from an ABET-accredited program or a closely related field.
  • Texas Professional Engineer (PE) license.
  • 10+ years of relevant experience in highway or transportation project management and engineering.
  • Proven project management experience overseeing scope, schedule, and budget on complex projects.
  • Strong leadership skills with experience guiding multidisciplinary teams and subconsultants.
  • Excellent verbal and written communication skills, including the ability to lead client presentations.
  • Proficiency in Microsoft Office, including tools such as Word, Excel, and PowerPoint.
  • Demonstrated experience in project engineering, design, and project coordination.
  • Ability to work effectively with local clients and stakeholders.
  • Strong organizational skills with the ability to manage multiple concurrent projects and deadlines.

Additional Skills & Qualifications

  • Project Management Professional (PMP) certification or Certified Associate in Project Management (CAPM).
  • Experience working with local public-sector or transportation clients in Texas.
  • Experience supporting proposal development, including Go/No-Go evaluations and interview preparation.
  • Background in developing and implementing QA/QC processes for engineering projects.
  • Experience participating in strategic growth planning and business development activities.
  • Strong presentation skills with the ability to communicate complex technical concepts to diverse audiences.

The pay range for this position is $135000.00 - $180000.00/yr.
