ABOUT THE POSITION

The County of Riverside's Flood Control & Water Conservation District has an opportunity for a Heavy Equipment Mechanic Supervisor (Equipment Service Supervisor) who will be assigned to the Operations Division in Riverside.

The Equipment Service Supervisor will plan, assign, and oversee the work of skilled Automotive and Heavy Equipment Mechanics and garage personnel in the repair and overhaul of a diverse fleet, including heavy construction equipment, trucks, emergency generators, and a fueling station. This role involves assisting with complex diagnostics, ensuring safe tool use, preparing equipment purchase specifications, and maintaining repair records. The fleet includes over 150 pieces of equipment, such as excavators, dozers, skid steers, dump trucks, light trucks, passenger vehicles (including hybrids and SUVs), and emergency generators.

The Equipment Service Supervisor will ensure compliance with all federal, state, and local regulations, including those set by the State of California, the Department of Transportation (DOT), the California Air Resources Board (CARB), Advanced Clean Fleets (ACF), and OSHA rules and regulations. Additionally, the Equipment Service Supervisor will conduct performance evaluations for subordinates.

Competitive candidates will possess:

  • ASE Master Certification in Automotive and/or Medium/Heavy-Duty Truck Repair and demonstrate advanced expertise in diagnosing electrical and mechanical issues using industry-standard fleet maintenance software such as EJ Ward, AssetWorks, or comparable systems.
  • Strong technical knowledge of medium- and heavy-duty trucks and construction equipment, experience preparing detailed vehicle specifications for fleet procurement.
  • Familiar with compliance requirement for the following:
  • State of California and Department of Transportation (DOT) Rules and Regulations
  • California Air Resource Board (CARB) Regulations concerning Municipal fleets, both On-Road, Off-Road Regulations, and Advanced Clean Fleets (ACF) Regulations.
  • Bit Inspections and maintenance of Bit logs and service repair records.
  • Cal Osha Regulations concerning air tank inspections, vehicle lift inspections.
  • A valid, unrestricted Class A Commercial Driver's License with Passenger and Tanker endorsements.
  • Proficiency in Microsoft Word and Excel, along with strong customer service, communication, and technical writing skills.

This position follows a 4/10 schedule, Monday through Thursday, from 6:00 AM to 4:30 PM. Candidates must be available for weekend overtime as

needed to support business operations.

EXAMPLES OF ESSENTIAL DUTIES

  • Plan, assign, and supervise the work of skilled Automotive Mechanics, Heavy Equipment Mechanics, and other garage personnel engaged in the maintenance and repair of graders, wheel and crawler tractors, scrapers, skip loaders, backhoes, and heavy and light trucks.
  • In accordance with cost, materials, and manpower factors, assist in determining whether or not to contract out major repair jobs on construction equipment.
  • Provide technical assistance to staff, and aid mechanics in difficult diagnoses; supervise the installation of radios, safety equipment, and other accessories.
  • Inspect all large repair and maintenance projects to ensure that proper repairs have been made, and that prescribed safety standards have been met.
  • Inspect new equipment to ensure that specifications have been met.
  • Ensure that proper use of tools and other safety precautions are followed by garage personnel; provide advice and direction regarding minor repair and preventive maintenance problems to personnel in the field.
  • Maintain essential repair records in order to make repair or replacement decisions.

MINIMUM QUALIFICATIONS

Experience: Three years of journey level experience, two years of which are in the repair and overhaul of heavy construction equipment, and one year of which is in the repair and overhaul of automotive equipment. At least one year of supervisory experience in a related field is required.

License: Possession of a valid California Driver's License at the time of hire is required. The Equipment Service Supervisor must obtain a valid, unrestricted California Commercial Driver's License (Class A) within six (6) months of hire.

Knowledge of: The methods, tools, equipment, and parts used in the repair and maintenance of gasoline and diesel-powered trucks and construction equipment; the principles of gasoline and diesel engines; the operation and use of diagnostic equipment; new developments in construction equipment repair and maintenance. Working knowledge of the California Air Resources Board (CARB) regulations and compliance, such as Advanced Team Fleet regulations and compliance.

Ability to: Read and write at a level necessary for successful job performance; follow oral and written instructions; perform repair and maintenance work on construction equipment; diagnose the source of mechanical defects on a wide variety of automotive and construction equipment; motivate and guide shop personnel in the safe use of tools and equipment; plan, supervise and coordinate the work with workload, material, and manpower factors; maintain records and reports.

Physical: This is a hand-on position where the Supervisor may be assisting mechanics and staff. Driving throughout the county will be required and a county vehicle is provided only as needed.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:

  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

VACATION ACCRUAL (Bi-Weekly Accrual):

0 < 3 year = 80 Hours (10 Days)

4 < 9 years = 120 Hours (15 Days)

10 or more years = 160 Hours (20 Days)

Maximum Vacation leave accumulation is 480 hours.

SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

DISABILITY:

Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period.

Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
