The Executive Leadership Team is seeking a highly innovative/efficient individual for a detail assignment into the position of Health System Administrator (Associate Director of Ambulatory Care Services).

The Associate Director of Ambulatory Care Services position reports to the Medical Center Director. The position serves as a full member of the VA Greater Los Angeles Healthcare System (VAGLAHS) senior management team, and works daily with the Director, Deputy Director, Associate Director (Operations), Associate Director (Resources) Chief of Staff, and Associate Director for Patient Care Services. VA Greater Los Angeles Healthcare System is a Level 1a major interdisciplinary teaching facility with service-lines serving medical and surgical inpatients and outpatients, with an Emergency Department, and multiple Community Based Outpatient Clinics while offering a full range of patient-care services to over 100,000 Veterans.

The Associate Director of Ambulatory Care Services has full delegated line authority and responsibility for executive level management of the VAGLAHS System of Clinics to include the Ambulatory Care Centers of West Los Angeles, Sepulveda, Los Angeles, and administrative operations of VA Community Clinics (Lancaster, Bakersfield, Ventura, East Los Angeles, San Gabriel Valley, San Luis Obispo, Santa Barbara, Santa Maria). Direct reports consist of site managers, a Health Systems Specialist, and the Office of the Veteran Experience Chief (CXO).

Major duties include, but are not limited to the following:

  • Lead system-wide planning, coordination, and monitoring of ambulatory care and ancillary service lines (e.g., imaging, lab, pharmacy, rehab, respiratory therapy, nutrition) to ensure high-quality, integrated outpatient services across main centers and CBOCs.
  • Develop and implement strategic goals and performance metrics, aligning with VHA, VISN, and VAGLAHS priorities and policies.
  • Oversee access management across ambulatory clinics and ancillary services. Collaborate with Service Lines and CBOCs to streamline consults, scheduling, and throughput.
  • Identify barriers in patient access and drive process improvements using clinic performance data
  • Implement and standardize care coordination best practices to ensure seamless transitions between primary care, specialty, and ancillary services.
  • Manage administrative, financial, space, and staffing allocations for ambulatory and ancillary programs.
  • Prepare and monitor budgets, financial reports, and cost-saving initiatives.
  • Ensure utilization of EHR/metrics to drive data-informed decisions on workflow, resource use, and service delivery.
  • Promote adherence to VHA PACT model and ambulatory care guidelines
  • Lead continuous quality improvement-conduct regular audits, address compliance issues, and implement corrective action plans.
  • Collaborate with accreditation and regulatory leaders to maintain compliance with Joint Commission and other standards.
  • Directly or indirectly supervise Ambulatory Care managers and ancillary service leaders; oversee recruitment, training, performance development, retention, and succession planning across services
  • Mentor and coach staff to support career development and readiness for leadership roles.
  • Promote a multidisciplinary, team-based ambulatory environment.
  • Serve as liaison between clinical, administrative, academic, research, and external partners to optimize ambulatory and ancillary operations
  • Present program updates, performance metrics, and improvement initiatives to VAGLAHS leadership, VISN partners, and professional forums.
  • Facilitate interdisciplinary committees to drive collaboration, standardization of policies, and process efficiency.
  • Review, interpret, and implement VHA and local policies for ambulatory and ancillary services; recommend policy enhancements.
  • Standardize clinical and operational procedures across outpatient sites and community clinics.
  • Lead adoption of new initiatives (e.g., telehealth, patient-centered care, Lean methodology).

Work Schedule: Monday - Friday, 7:30 am to 4:00 pm PST

For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess management ability to delegate authority, evaluate, and oversee people and programs, recognize and adapt to changing priorities; and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
