The Health Services Administrator (HSA) provides leadership, oversight, and management of healthcare operations within a federally contracted ICE short-term residential facility in Alexandria, LA.


Working closely with program leadership and multidisciplinary healthcare teams, the HSA is responsible for healthcare operations, quality assurance, regulatory compliance, resource management, and strategic planning. This role requires strong healthcare leadership, operational expertise, sound judgment, and the ability to perform effectively in a fast-paced environment serving individuals from diverse backgrounds and life experiences.


Essential Functions:


Healthcare Operations & Leadership

  • Provide leadership and oversight for medical, behavioral health, pharmaceutical, and public health services.
  • Develop, implement, and maintain healthcare policies, procedures, and operational protocols.
  • Advise program leadership on healthcare operations, staffing, risk management, and service improvements.
  • Represent health services during leadership meetings, audits, inspections, and stakeholder engagements.

Staff Management & Development

  • Supervise healthcare leadership and multidisciplinary clinical teams.
  • Support recruitment, onboarding, scheduling, performance management, and professional development activities.
  • Ensure staff maintain required licenses, certifications, credentials, and training.
  • Promote a culture of accountability, professionalism, and continuous improvement.

Clinical & Quality Oversight

  • Oversee clinical operations, including patient care delivery, medication management, behavioral health services, infection control, and emergency response.
  • Monitor healthcare quality and performance through audits, reviews, and corrective action initiatives.
  • Ensure timely coordination of referrals, specialty services, and external healthcare resources.
  • Support continuity of care and appropriate clinical decision-making across healthcare disciplines.

Compliance & Risk Management

  • Ensure compliance with applicable contractual requirements, healthcare regulations, accreditation standards, and organizational policies.
  • Lead preparation for audits, inspections, monitoring visits, and compliance reviews.
  • Oversee incident reporting, investigations, corrective actions, and risk mitigation activities.
  • Maintain confidentiality and security of healthcare information and records.

Resource & Program Management

  • Manage healthcare budgets, staffing resources, equipment, and medical supply inventories.
  • Monitor operational performance and implement process improvements to enhance efficiency and quality of care.
  • Support strategic planning, forecasting, and resource allocation efforts.

Collaboration & Communication

  • Collaborate with healthcare providers, program leadership, compliance personnel, and external stakeholders.
  • Facilitate communication regarding healthcare operations, clinical concerns, and program initiatives.
  • Participate in leadership meetings, operational briefings, and interdisciplinary planning activities.


Required Qualifications & Core Competencies:

  • Bachelor's degree in Healthcare Administration, Health Services Management, Public Health, Nursing, or a related field; Master's degree preferred.
  • Minimum five (5) years of progressive healthcare administration or health services management experience, including leadership responsibility.
  • Experience managing multidisciplinary healthcare teams and healthcare operations.
  • Knowledge of healthcare regulations, quality assurance practices, credentialing, and compliance requirements.
  • Experience with healthcare budgeting, staffing, and operational oversight.
  • Strong leadership, organizational, analytical, and problem-solving skills.
  • Experience using healthcare information systems and standard business software applications.
  • Ability to work effectively with individuals from diverse backgrounds.
  • Ability to obtain and maintain required background clearances.
  • Ability to read, write, and communicate effectively in English.

Desired Skills 

  • Master's degree in Healthcare Administration (MHA), Public Health (MPH), Nursing (MSN), Business Administration (MBA), or related field.
  • Clinical licensure (RN, NP, PA, or similar healthcare credential).
  • Professional certifications such as FACHE, CMM, or other healthcare leadership credentials.
  • Experience in residential, government-contracted, correctional, congregate-care, or other complex healthcare environments.
  • Experience leading quality improvement, accreditation, or regulatory compliance initiatives.
  • Bilingual proficiency in Spanish or another commonly encountered language.

Physical Requirements:

  • Ability to stand, walk, and move throughout the facility as needed.
  • Ability to respond quickly to emergency situations throughout the facility.
  • Ability to sit at a computer workstation for extended periods while reviewing records and completing documentation.

  • Fully on-site position at a federally contracted short-term residential ICE facility in Alexandria, LA
