Job Summary

The Health and Safety Lead provides leadership for the Operations’ application of health and safety programs for all of the QB Energy assets. This position will be a trusted, go-to resource for the Director of EHS, working to ensure regulatory compliance, streamline workflow processes, improve consistency among EHS programs, and develop EHS knowledge and capabilities within QB Energy personnel. This position requires a self-motivated, hard-working team player who can build a strong safety culture at QB. Effective organizational and communication skills are essential. The Health and Safety Lead will demonstrate that they can take ownership of the job responsibilities and hold themselves accountable for the successful implementation of the required Health and Safety Programs.

This position will be responsible for coordinating and executing the policies, programs, and procedures necessary to authorize and operate facilities in compliance with state and federal regulations. Specific programs include the Emergency Response Program, Hazcom, Gas Monitoring, Safety Training, LOTO, Confined Space, Ground disturbance, Hot Work, Industrial Hygiene, PPE, H2S, Respiratory, Hearing Protection, Contractor Management, and other programs and policies associated with OSHA, state and local regulations. Additional responsibilities include but are not limited to, responding to EHS incidents and other health and safety matters, coordinating emergency response, agency notification, general house-keeping facility inspections, assistance with operational matters, and assistance with facility construction matters.

Essential Duties & Responsibilities

  • Manage and oversee employees and contractors dedicated to assisting with the Health and Safety Programs listed above.
  • Direct and review the work of Health and Safety consultants and contractors.
  • Oversee and manage the Emergency Response Program, Hazcom, Gas Monitoring, Safety Training, LOTO, Confined Space, Ground disturbance, Hot Work, Industrial Hygiene, PPE, H2S, Respiratory, Hearing Protection, and Contractor Management Programs.
  • Facilitate implementation of Health and Safety policies and procedures and ensure that all Health and Safety programs are in compliance with local, state, and federal regulations.
  • Develop and maintain the Learning Management System. Develop and assess annual ITPs and track staff training records. Schedule required training for staff on an annual basis.
  • Provide regulatory interpretations and technical advice to operating assets using effective communication techniques.
  • Develop and implement supporting documentation or record-keeping procedures for the Programs listed above.
  • Create positive and professional relationships with applicable agency representatives.
  • Create and implement standards and procedures for Health and Safety programs.
  • Prepare training materials relevant to assigned Health and Safety standards and projects.
  • Facilitate internal Health and Safety audits.
  • Review incident reports and ensure that internal procedures are being followed. Ensure that documents and records associated with Health and Safety incidents are stored in an organized structure for all teams to access.
  • Compile & analyze Health and Safety data to identify performance trends. Communicate trends and lessons learned. 
  • Act as a technical resource for all Health and Safety Programs; supporting regulatory affairs and communicating changes through the EHS organization.
  • Evaluate and recommend software tools as needed.

Other Duties and Responsibilities

  • Participate in the On-Call EHS Incident Response Program
  • Engage with Operations and all other QB Energy staff as a subject matter expert to provide clear guidance on Health and Safety Matters.

Qualifications

Education:

  • Bachelor’s degree in a safety or environmental science degree or equivalent technical or scientific field required.
  • Specific experience within the oil and gas industry in the Rocky Mountain Region is preferred.
  • Ability to relate and interact productively with EHS professionals within the oil and gas industry.
  • Ability to review new and changing regulations and advise operations on methods for compliance.
  • Certified Safety Professional (CSP) preferred.

Skills & Abilities:

  • Computer Skills: Exemplary skills in Excel, PowerPoint, Word, Access, and in the use of intranet/internet.
  • Business Knowledge: Basic analytical skills, capable of identifying trends in data. Data manipulation and understanding of HSE management system(s).
  • Have general knowledge of regulatory, environmental, and safety compliance issues, specifically recordkeeping requirements. Strong knowledge of all regulations affecting safety in the workplace, including those promulgated by or under EPA, OSHA, DOT, CDPHE, and ECMC.
  • Problem Solving: Identify workflow issues and recommend innovative solutions.
  • Communication Skills: Demonstrate interpersonal skills capable of interface daily with management, field, and contract personnel in order to build networks within QEP and externally with contractors.
  • Organizational Skills: Self-directed and capable of functioning at a high level with minimal supervision.
  • Must possess effective written and oral communication skills.
  • Ability to take initiative and work independently or as part of a team.
  • Work is frequently non-routine, and the incumbent must be able to work without detailed instruction.

Experience:

  • 10+ years of progressively escalating technical experience in Health and Safety compliance.

Licenses/ Certifications:

  • Valid Driver’s License with motor vehicle records acceptable by QB Energy’s insurance carrier.

 Compensation

The base compensation for this role in this location is targeted between $128,600 and $171,300 annually. Final offer amounts are determined by multiple factors, including candidate experience and expertise, and may vary from the range listed above.

Work Conditions

Location:

This position is in Parachute, CO. Candidates currently residing in locations outside of daily commuting distance will be considered; however, it is the expectation that the selected individual will be available at the work location.

Work Environment:

This is a full-time position that operates in a field environment. The role requires flexibility to work weekends, nights, holidays, and handle callouts as needed. Employees must be able to work and drive in various weather conditions, including extreme temperatures, wind, snow, and rain. Overtime may occasionally be required, resulting in extended work shifts. Individuals must possess the physical ability to safely handle the tools necessary to perform their duties. This position is subject to federally mandated drug and alcohol testing.

Physical Demands:

In the performance of the duties and responsibilities of this job, the employee is required to have visual acuity to operate a motor vehicle and view a computer terminal for prolonged periods of time. While at work sites, the employee will be expected to walk and stand. Individuals might be asked to climb, balance, stoop, kneel, crouch, reach, and/or crawl. Individuals might be required to lift, carry, push, or pull up to a minimum of 50 lbs. in the performance of this position.
