Duties Description This position is located within the Bureau of Program Implementation and Enrollment, Division of Health Plan Contracting and Oversight. The incumbent will assist in the management of 65 contracts across 4 programs (Medicaid Managed Care/Health and Recovery Plan/HIV Special Needs Plan, Partial Capitation, MAP, and PACE), totaling approximately $308 billion. Duties include: assisting in the development and processing of managed care contracts and contract amendments; maintaining and monitoring contract tracking spreadsheets and databases; preparing reports and correspondence; providing technical assistance to managed care organizations regarding contracts and contract-related documentation; managing the Bureau Mail Log; and interacting with other Bureaus in the Division of Health Plan Contracting and Oversight and other areas of the Department to facilitate contract preparation and processing.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1,NS, or Health Program Administrator Trainee 2, NS.
Non-Competitive Candidates via NY HELPS Program:
Health Program Administrator: Six years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 2: Five years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 1: Four years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Preferred Qualifications: Knowledge of NYS Medicaid Managed Care (MMC) and experience with the State contracting process. Experience in managing multiple projects; proofreading complex materials; and providing technical assistance to outside organizations.
