Duties Description The Health Program Administrators (HPAs) will provide coverage of critical grantee contract management for the Bureau of Tobacco Control (BTC), including essential work monitoring grantee performance, and approving budgets, workplans, vouchers, and budget modifications. The HPAs will be under the Community Programs Manager within the BTC, providing continuity for grant and contract management for contracts across the state. The HPAs will perform programmatic and fiscal monitoring activities of statewide and local Tobacco Control Program (TCP) contractors; work with grantees and other BTC program staff to contribute to the development of annual grantee workplans and budgets; advance health equity through guidance and technical assistance, evaluate contract performance through monitoring grantee monthly reporting, conducting grantee site visits/desk audits, and assessment of work plan deliverables; work with community programs manager to develop and conduct orientations for new fiscal agents and project coordinators; provide programmatic and contractual technical assistance to grantees, liaise with appropriate bureau staff on problems and issues affecting grantees; identify and support additional contractor training and technical assistance needs; organize, develop and facilitate regional contractor meetings; provide tobacco information and resources; work collaboratively with TCP staff; and perform other appropriate related duties.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.
Non-Competitive Candidates via NY HELPS Program:
Health Program Administrator: Six years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 2: Five years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 1: Four years of experience* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Preferred Qualifications: The preferred candidate will have experience assisting with program management and contracts; experience working in chronic disease prevention programs and familiarity with population-based public health; experience working with the Statewide Financial System; strong organizational skills; excellent communication and written skills; proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, Outlook, etc.)
Additional Comments Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required (10%). Transfer candidates may be asked for SSN to verify title history and eligibility. Appointment may be made at the HPA Trainee 1, HPA Trainee 2 or HPA SG-18 level based on an evaluation of the applicants eligibility, relevant professional experience and/or education.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
