Role OverviewWe are seeking a highly motivated, strategic Health Data Services Operations and Strategy Director to lead enterprise analytics, digital health initiatives, and data-driven transformation efforts. This role oversees the development and execution of data analytics strategies that enable clinical excellence, operational efficiency, regulatory compliance, and health equity across integrated care delivery programs. The Director will manage a multidisciplinary team of data analysts, reporting specialists, and digital health professionals responsible for enterprise reporting, advanced analytics, executive dashboards, performance metrics, and digital innovation.
Key ResponsibilitiesManage and prioritize daily workloads and assignments for analytics and digital health team members.
Develop and implement enterprise data analytics strategies aligned with organizational priorities.
Oversee the design, development, validation, and maintenance of dashboards and performance metrics.
Lead initiatives to enhance data governance, data quality, and reporting standardization.
Collaborate with clinical and operational leadership to define measurable outcomes.
Support regulatory reporting requirements and ensure complete reporting accuracy and compliance.
Identify opportunities to leverage analytics to improve health equity and operational efficiency.
Oversee the integration of Electronic Health Record (EHR) data with enterprise data warehouses.
Provide strategic guidance on digital health initiatives, including patient engagement and telehealth analytics.
Prepare cost estimates and monitor expenditures within approved budgets.
Represent the Health IT Division in governance committees and executive workgroups.
Build and maintain collaborative working relationships across departments and community partners.
Bachelor's degree in public health, healthcare administration, data science, statistics, information systems, business administration, or a related field.
Minimum 7 years of progressively responsible experience in healthcare analytics, healthcare IT, digital health, or performance reporting.
3 to 5 years of supervisory or leadership experience managing or overseeing data analysts or technical staff.
Demonstrated experience selecting, supervising, training, and evaluating professional and technical staff in analytics or digital health environments.
Proven track record leading healthcare data analytics initiatives, including dashboard development, enterprise reporting, and translating complex datasets into actionable insights.
Experience designing and implementing enterprise analytics strategies supporting quality improvement and regulatory reporting for public health or safety-net healthcare systems.
Strong experience working with Electronic Health Record (EHR) data and enterprise reporting tools.
Experience with EHR data interoperability with other healthcare data sources (such as assignment files, remittance files, and eligibility files) connected on common keys.
Comprehensive understanding of healthcare quality measures, public health reporting requirements, and safety-net performance indicators (including CA Public Hospital reporting, HCAI reports, cost reports, CMS, and DHCS audit requests).
Solid knowledge of data governance, data warehousing concepts, privacy standards, and healthcare compliance regulations.
Advanced degree (Master's or higher) in a related field (may substitute for 1 year of required experience).
Prior experience working within a government healthcare setting.
Experience with Epic EHR architecture, including EPIC HB, PB, and Retail Pharmacy modules for internal and external reporting.
Work Mode: Hybrid arrangement requiring at least 6 days per month on-site.
Location Preference: Preferred within the San Francisco Bay Area, CA.
Equipment: Client-provided laptop and monitor.
