Duties Description Within OHIP's Division of Finance and Rate Setting, the Bureau of Global Cap & Supplemental Programs, the Health Care Finance Program Manager 2 will serve as Bureau Director and provide leadership in the development, implementation, management, oversight, and/or monitoring of the Medicaid Global Spending Cap, and a variety of supplemental Medicaid programs including the Upper Payment Limit (UPL) program. Duties of the position include, but are not limited to:

Performing oversight duties, leading multiple teams to:

Establish annual Medicaid program spending targets, annual UPL demonstrations;

Track, analyze, and project program spending on a monthly basis;

Calculate, review, and package the annual UPL demonstration calculations based on the latest policy decisions;

Develop, organize, and improve policy and procedures for program transactions;

Prepare quarterly Legislative mandated Medicaid Global Cap reports;

Prepare State Plan Amendments (SPAs) and State Regulations; and

Develop, track, review, and process provider rate packages.

Performing high-level analysis and strategic planning to identify trends and impacts to providers within the $135 billion Medicaid and the UPL demonstrations.

Serving as a liaison with stakeholders, providing technical assistance, leading briefings with Legislative, Executive Chamber, and the Division of the Budget (DOB) staff.

Interacting and collaborating with rate setting, fiscal management, and program staff within the Department as well as the Federal Government, other state agencies, consultants, and state auditors that interact with the Medicaid program.

Developing deliverables and presenting materials with executive staff in OHIP, DOB, and the Governor's Office.

Minimum Qualifications Reassignment:

Current Department of Health employee with permanent or contingent-permanent status as a Health Care Financing Program Manager 2.

Transfer:

Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Health Care Financing Program Manager 2.

NY HELPS:

A bachelors degree and five years professional experience in finance. Two years of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. These two years must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff. Clerical or secretarial experience will not be considered qualifying.

Substitution: a Juris Doctor, masters or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Strong leadership and critical thinking skills, exceptional analytical skills with Microsoft Excel, ability to solve problems independently, and knowledge in performing financial, statistical and database analysis. Professional work experience should include knowledge of NYS Medicaid policy and rate setting. The candidate should have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services. Additionally, an understanding of eMedNY, the Medicaid Data Warehouse (MDW), and Microsoft Office applications is preferred.
