Emergency Management Program Specialist 1

The Washington Emergency Management Division (EMD) is seeking a critical thinking, detail oriented, creative, positive, and motivated professional to join its Hazard Mitigation team. Under the supervision of the Hazard Mitigation Program Supervisor, this position is responsible for providing professional level emergency management and grants administration assistance in support of Washingtons federally funded mitigation grant programs.

As a part of the Washington Military Department, the EMD leads and coordinates mitigation, preparedness, response, and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.

The states Emergency Management Division is a civilian division of the Washington Military Department. This is a civilian (non-military) position tasked with coordinating between state agencies, local jurisdictions, tribes, and federal partners to help EMD administer community resilience and natural hazard risk-reduction grants throughout the state.

Duties

Responsible to route, track, and maintain all assigned grant program documentation.

  • Routing, tracking, and maintaining grant documentation, including applications and subgrantee reimbursement requests.
  • Ensure timely and efficient processing of submissions from state agencies, local jurisdictions, private non-profits, and tribal governments.
  • Receive, process, and transmit grant reimbursement requests and backup documentation to help ensure grant funds are disbursed in accordance with programmatic guidelines.

Contracting and financial transaction support.

  • Work with Program Coordinators and the Contracts Office to draft sub-grant contracts and route contract documents through the execution process and to ensure grant contract documents accurately reflect the approved grant scope of work, budget and cost shares, timelines and special conditions.
  • Maintain payment processing and tracking system.

Federal and State report processing.

  • Compile, route and tracking subgrant progress reports to federal and state oversight agencies.
  • Assist Mitigation program with subgrant monitoring and closeout procedures.

Grant outreach and training assistance.

  • Assist with preparation and delivery of training seminars, technical workshops, and program outreach for onesie and remote events.
  • Develop announcement and scheduling methods for organizing seminars, workshops, and outreach events.

Provide support to the State Emergency Operations Center (SEOC) when assigned during trainings, exercises, and activations.

  • Serve in an operational capacity in the SEOC and/or Disaster Field Office during emergencies and disasters.

Qualifications

REQUIRED QUALIFICATIONS

Bachelors Degree

Professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning will substitute, year for year, for the education requirement.

Experience working in an emergency management organization at or above the Office Assistant Senior or equivalent level will substitute, year for year, for the education requirement.

DESIRED QUALIFICATIONS

Experience:

  • Grants Management: Assisting in the development, negotiations, implementation, monitoring, and evaluation of grants for federal, state, local governments, and/or private entities.

Skills, abilities, and competencies to:

  • Analyze and apply complex and technical materials such as federal and state laws.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
  • Utilize Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint, or similar programs) to develop documents in support of program objectives.

Supplemental Information

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Drivers License:

  • Valid to drive in the State of Washington.
  • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Camp Murray utilizes the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

Union Shop Provision: This position is represented by the Washington Federation of State Employees (WFSE).

Work Hours: The standard work schedule is Monday through Friday, 8 hours a day, or a four-day per week schedule, 10 hours per day, with either Mondays or Fridays off. The actual work hours will be established between the employee and supervisor and will start no earlier than 6:00am and end no later than 6:00pm.

Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities and participating in in-person meetings is required.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Requires the ability and willingness to independently travel throughout the state, sometimes overnight, to attend meetings and conduct public outreach and training.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
