DC Health believes that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, or geographic location - should have the opportunity to live healthy lives.

The Grants Management Specialist serves as a key member of the HSPA Operations team, responsible for managing the Administration's federal, local, and public health emergency grant funding. The incumbent oversees grant processes from pre-award through closeout, ensuring compliance with all applicable District and federal laws, regulations, and guidelines. This position plays a critical role in safeguarding public resources, supporting program staff and external partners, and strengthening accountability systems to maximize the impact of emergency response, preparedness, and healthcare-related investments across the District.

Major Duties and Responsibilities

The Specialist develops and maintains systems for grant reporting, ensuring timely and accurate submission of financial and programmatic reports to federal and District oversight bodies. They ensure reports fully capture grant activities, expenditures, and outcomes in accordance with award terms and compliance requirements. The Specialist also conducts both desk and onsite monitoring of grantees to assess performance, identify risks, and recommend corrective actions, preparing evaluation reports and program improvement recommendations as needed.
