Position Description

About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do at Harris County Flood Control District:

The District is seeking a diligent and strategic candidate for the Grants Coordinator role, who will oversee and manage daily operations and procedures related to grants to achieve departmental objectives and provide exceptional service. This role will also involve conducting thorough research, assisting in determining grant eligibility, and coordinating administrative procedures and controls for the grant application process. This includes facilitating interdepartmental coordination and communication for multi-departmental grant projects to ensure grants are processed and administered promptly and in accordance with grant requirements.

Essential Duties and Responsibilities:

  • Prepare and compile all components of each grant submission, ensuring that the proposal is formatted, packaged, and submitted in accordance with the granting agency requirements.
  • Assist with grant proposal planning, research, budgeting, and interpretation of funding regulations, and provide frequent updates to management and staff.
  • Grant Tracking, Reporting, and Data Management
  • Develop and maintain databases and systems for recording and tracking grant applications, grant proposals, awards, reporting deadlines, and related statistical information.
  • Create and distribute standard and special reports, studies, summaries, and analyses, as required.
  • Post Award Grant Administration
  • Oversee the administration of post-award grants, ensuring adherence to budgeting and administrative policies, procedures, and agency requirements, as well as addressing and managing administrative issues and budget changes that may arise throughout the awarded granting period.
  • Policy, Compliance, and Communication
  • Disseminate and present changes to departments, providing recommendations for implementing changes and listing potential impacts on funded operations.
  • Maintain knowledge of grant funding policies, regulations, and procedures.
  • Additional Responsibilities and Duties
  • Assist with department projects, as needed.
  • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

Requirements

Education:

  • Bachelor's degree from an accredited four-year college or university in Engineering, Engineering Technology, Construction Science, Construction Management, or a related field.

Experience:

  • Two (2) years of experience that includes any combination of engineering planning, design, and construction management or a directly related work experience.

Licensure:

  • Valid Class "C" Texas Driver's License

Knowledge Skills, and Abilities:

  • Excellent verbal and written communication skills, including discussing project complexities in non-engineering language with stakeholders and elected officials staff.
  • Excellent analytical and organizational skills, including gathering and comparing resources, sharing findings, and formulating a developed yearly grant strategy.
  • Strong decision-making, planning, and problem-solving skills.
  • Working knowledge of grant accounting guidelines, regulations, and standards.
  • Ability to determine informational needs, collect and analyze information, and devise and develop statistical analyses and reports.
  • Ability to multitask, prioritize, and meet strict deadlines.
