GRANTS AND BUDGET ANALYST -TEACHING AND LEARNING (BOE)

Description Under the general direction of a supervisor, is responsible for the comprehensive fiscal management of assigned accounts, including pre-award grant application support, on-going expenditure monitoring and reconciliation, and compliance with all federal, state, and City and Board of Education regulations. This position prepares detailed financial reports and forecasts, develops data-driven dashboards, and serves as a key liaison between the Teaching and Learning Department, Finance Department, school/program leads and private schools to ensure effective fiscal operations and informed decision-making.
EXAMPLES OF DUTIES
• Performs related duties as required. • Assists with the preparation, submission, and tracking of grant applications and all supporting documentation. • Maintains accurate records and comprehensive databases for active and pending grants, including budgets, reports, and correspondence. • Monitors, reconciles, and tracks expenditures for grant-funded programs and central office accounts, to ensure compliance with state, federal, City and Board requirements. • Review and processes purchase requisitions, invoices, and other forms (including Oracle transactions) to ensure accuracy, proper coding and adherence to all grant guidelines and city procedures. • Monitors assigned accounts, identifies potential budgetary issues, and advises supervisors accordingly. • Collects, validates, and analyzes financial and programmatic data related to district programs and grant-funded initiatives, collaborating with departments such as HR using systems like Dayforce. • Prepares financial and narrative reports required by funding agencies, including biweekly operating/grant budget updates and forecasts. • Designs, and maintains databases, spreadsheets, reports, and dashboards (using Excel and other reporting tools) to track expenditures, staffing, and program outcomes. • Prepares and communicates monthly grant budgets to private schools. • Coordinates communication between the Teaching and Learning Department, Finance Department, and school/program leads and private schools regarding expenditures, reimbursements, and deadlines. • Collaborates with school administrators, central office departments and private schools to collect and validate financial and programmatic data.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
• Thorough knowledge of federal and state grant regulations (e.g., Uniform Guidance) and compliance requirements related to expenditure monitoring and reconciliation. • Strong understanding of governmental or fund accounting principles and financial reporting standards. • Advanced proficiency in Microsoft Excel (including pivot tables, lookups, and advanced formulas) for data analysis, reporting, and forecasting. • Demonstrated experience with large-scale financial management systems (e.g., Oracle or similar ERP software). • Good knowledge of HR/payroll systems (e.g., Dayforce) to compile financial and personnel data. • Proficient in designing, developing, and maintaining databases, spreadsheets and dashboards to track budgets, and program outcomes. • Strong data analysis and problem-solving skills with attention to accuracy and detail. • Excellent communication and interpersonal skills to coordinate effectively across departments and with external partners. • Proven ability to analyze financial data, identify issues, and recommend solutions. • Strong organizational and time-management skills to meet deadlines and reporting requirements.
MINIMUM QUALIFICATIONS
• Bachelor's degree in Accounting, Finance, Public Administration, or a related field with at least five (5) years of progressively responsible professional experience in fiscal management, budget administration, and/or grants accounting, preferably within a public sector or educational environment. • Preferred Qualifications: • Master's degree in Accounting, Finance or Public Administration. • Experience in K-12 or higher education finance. • Experience preparing reports for federal or state grant programs. • Familiarity with municipal or school district budget cycles and compliance reporting.
