The Position

The GIS Team at the Planning, Building, and Environmental Services Department (PBES) is currently experiencing an exciting growth period in which the services they offer are expanding beyond the departments Planning Division to include all divisions within PBES, including the Environmental Health, Engineering, Building, Code Compliance, and Parks and Open Space divisions. The GIS Team provides a wide range of services, including the maintenance of over 160 GIS data layers, preparing data analytics and reporting, creating departmental graphics and cartography, and managing a suite of web-based GIS maps and analytical tools used by PBES.

The GIS Intern provides technical services relating to the development and operation of the departments Geographic Information System (GIS), including scanning and digitizing documents and updating/editing layers; assemble, collect, encode, update and integrate geographic data into the Countys GIS, performs edit checks on encoded data, and reviews computer output for accuracy; research and compile data from various sources, including maps filed with the County Recorder, Assessor parcel maps, topographic maps, and data initiated and/or maintained by other agencies; prepares the layout and design of a variety of maps and graphics for presentation; enters and retrieves data from computer information systems; determines which geographic data are necessary to create county maps and related documents; produces maps and related documents using GIS software and hardware; provide support to the public, in person and over the phone, on matters related to maps, map data, and property information; research regulations, procedures and/or technical reference materials as necessary; maintains library of scanned documents that are linked directly to GIS map-based features; assists department staff in creating and designing effective presentation materials; use standard office equipment in the course of the work; may drive a personal or County vehicle to attend meetings at various departments and agencies; perform related duties as assigned.

TYPICAL QUALIFICATIONS

KNOWLEDGE OF:

Geographic Information Systems (GIS) practices and standards.

Geographic information systems hardware, software and applications as utilized by the County.

Principles and practices related to digitizing, data editing, data conversion, data management and cartography.

Relational database technology and practices.

Commonly used spreadsheet, word processing, scanning, presentation, and database software.

ABILITY TO:

Prepare maps and graphics using commonly accepted practices of cartography, including those unique to the County.

Maintain department map-related records.

Understand and conceptualize spatial data.

Prepare clear and concise work documentation, updated procedures and technical reports.

Organize own work, set priorities, and meet critical deadlines.

Analyze and solve problems logically, and follow detailed instructions.

Communicate clearly and effectively both orally and in writing to various audiences.

Perform basic mathematics and geometric calculations of plane and solid figures.

POSITION REQUIREMENTS

Education:

Equivalent to sophomore level in college in an academic field closely related to the type of activity in the employing department.

License or Certificate: *

Possession of a valid California State Drivers license may be required.

  • Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

SALARY -

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.

Please rate your experience level and ability to effectively utilize ESRI desktop applications:

  • Beginner - I can perform basic functions within ArcMap and/or ArcGIS Pro such as adding data, symbolizing data layers, composing and printing maps, and performing basic queries.
  • Intermediate - I can edit spatial and tabular data, including modifying shape locations and boundaries. I am comfortable performing definition queries and selections by location. I have familiarity with georeferencing and geolocation.
  • Advanced - I have strong data editing skills and I am able to perform various geoprocessing tasks, create new data layers from scratch, and perform more complicated queries using ArcMap or ArcGIS Pro. I have familiarity with the integration of ArcGIS desktop and online GIS applications like ArcGIS Online, ArcGIS Enterprise Portal or OGC (WMS/WFS) services.

Please rate your experience level and ability to edit GIS data:

  • Beginner - I can start an edit session, copy, paste, and delete features, and change their attributes as needed. I have familiarity with importing and exporting data to and from non-GIS formats like Microsoft Excel.
  • Intermediate - I can use the various editing tools in the editing toolbar to cut, reshape, extend, or trim features. Within tables, I have familiarity using the Field Calculator to populate or change attributes in bulk as well as standard geometric topology rules.
  • Advanced - I have extensive experience editing GIS data. I can effectively use various Geoprocessing Tasks (buffer, clip, dissolve, merge, union) to change, combine and/or manipulate data layers. I am familiar with geoprocessing concepts such COGO and the additional editing tools found within ArcToolbox.
