General Description of Duties

This is complex technical and analytical work coordinating Geographic Information System (GIS) services to the Community Development Office GIS system within Osceola County. An employee in this class serves as the department expert and coordinator for GIS computer support activities and information systems, conducts GIS needs assessments, and makes recommendations to management. Duties require a broad knowledge of the County's mission and operations, GIS technical support, applications programming, and communications technologies. The position serves as a team leader or supervisor for departmental GIS services.

Essential Job Functions

  • Assists in the development of short and long term plans; assists in formulating County strategies to incorporate geographic information and web technology while improving overall performance and efficiency; gathers, interprets, and prepares data for various reports and makes recommendations; evaluates work procedures, schedules, and workflow.
  • Provides leadership in advanced analysis and supervision to the GIS Section of the Community Development Office.
  • Assigns tasks, monitors progress, evaluates effectiveness, determines future direction, and provides guidance for the GIS Section.
  • Analyzes GIS information technology systems performance, evaluates and recommends department needs, applications, and other technological improvements.
  • Designs GIS systems, prepares technical and design specifications, and identifies maintenance needs.
  • Prepares department documentation manuals and application procedures; automation standards, guidelines; oversees receipt and setup of equipment, and installation of new or enhanced software.
  • Creates base maps and specialty maps for all aspects of Community Development.
  • Designs and maintains web applications.
  • Assists or takes the lead in action to select, evaluate, train, and supervise employees.
  • Develops and establishes appropriate technical guidance, training, and customer communications, and manages a proactive approach to inform, educate, and train stakeholders.
  • Assist with the annual budget.
  • Reports to management on progress on technical assignments, projects, services, and operations.
  • Coordinates and manages assignments and projects as assigned, including the planning and operations phases that may include design, development, testing, implementation, production, and normal operations.
  • Consults with management and users to determine technology needs and presents solutions to management.
  • Maintains and administers the department SharePoint website for special events, GIS related updates, news bulletins, and other collaborative functions.
  • Provides information and recommendations regarding the capability, compatibility, or constraints of software and/or hardware.
  • Work is typically performed in a dynamic environment that requires sensitivity to changing goals, priorities, and needs.
  • Attends meetings and training workshops to maintain current knowledge of trends and developments in the field.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Minimum Qualifications

Education: Bachelor's Degree in Geographic Information Systems (GIS), Geography, Information Technology, Surveying, Cartography, Computer Science, or a related field.

Experience: Six (6) years of progressively responsible experience in GIS project management, including analysis, database design, and programming. At least two (2) years should be at the supervisory level.

Miscellaneous:

  • Must possess and maintain a valid Florida Drivers License
  • Must be willing to work a variety of work schedules, including compulsory work periods in special, emergency, and/or disaster situations.
  • Must complete any department required training/certifications.

Knowledge, Skills and Abilities

  • Extensive knowledge of CADD production techniques and information management techniques as it relates to GIS technologies.
  • Knowledge of GIS computer systems, operations, software, procedures, and functions.
  • Knowledge of data analysis and research techniques, methods, and processes.
  • Knowledge of GIS telemetry systems, data communications, data acquisition, and process control.
  • Knowledge of management information systems, computer operations, and application software.
  • Knowledge and ability to identify/troubleshoot and resolve routine GIS software, hardware, and network problems.
  • Knowledge of governmental purchasing, personnel, and budget practices and procedures.
  • Skill in verbal and written communication, and interpretation of unclear instructions or information.
  • Ability to establish and maintain effective working relationships with superiors and assigned employees.
  • Ability to organize and conduct basic training classes for users.
  • Ability to develop and update GIS procedures and operational manuals.
  • Ability to perform technical computations, perform analyses, prepare reports, sort, and categorize data.
  • Ability to conduct tests, analyze results, identify, and correct errors in completing office or field work.
  • Ability to receive the public with tact, patience, and courtesy.
  • Ability to understand, follow, and provide specific instructions, priorities, and procedures.
  • Ability to coordinate, lead, and supervise work completed or performed by others.
