Description

Under direction of the Director of Engineering, the GIS Coordinator is responsible for managing, coordinating and overseeing all operations of the City's GIS system, including data maintenance, GIS hardware/software, and training activities.

Examples of Duties

These examples are intended only as illustrations of various types of work performed and are not necessarily all inclusive. The job description is subject to change as the needs of the employer and requirements of the job change. Duties include but are not limited to:

  • Supervises staff to include conducting performance evaluations; coordinating training; and implementing hiring, discipline/termination procedures.
  • Assists with budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.
  • Administer the City's GIS program/services to city departments and the general public, including deployment of GIS resources/technology.
  • Coordinates and provides technical assistance with IT professionals within and outside the city to keep the GIS hardware, software and network in efficient operation condition.
  • Oversee all aspects of the GIS platform, including licenses, while maintaining database security. Coordinate GIS servers, individual workstations, and database systems administration with the City's Information Technology Department.
  • Collaborates with department leaders to determine GIS needs. Identifies and prioritizes the immediate and long-range goals of GIS systems by analyzing and forecasting current and long-range applications of and demand for products and by ensuring their compatibility with existing data and systems.
  • Provides leadership and work with staff to develop and retain competent, customer-service oriented staff through selection, training, and day-to-day management practices, in accordance with the City's personnel policies.
  • Coordinates agreements and work with consultants, other government agencies and city departments on GIS related city projects. Supply and receive GIS data to/from consultants, other government agencies, and other city departments.
  • Prepares and assists in making presentations to the City Council, Planning Commission, and other public committees and groups.
  • Regularly attends GIS User Group meetings and other committee meetings pertaining to the use of GIS data and applications.
  • Writes routine correspondence and reports, such as memos and status and activity reports.
  • Assists and provides technical direction to all City employees in the effective and efficient use of the GIS database and applications.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

  • Thorough knowledge of ESRI ArcGIS Desktop Suite, CAD software and other supporting software programs and databases.
  • Thorough knowledge of system database management, development and their applications.
  • Ability to develop digital maps, brochures, spreadsheets, graphics, communications, or databases using ESRI ArcGIS, Microsoft Publisher, Microsoft Excel, and Microsoft Access.
  • Good knowledge and understanding of municipal/governmental databases.
  • Good knowledge and understanding of spatial data.
  • Comprehensive skill in cartography.
  • Knowledge of principles of supervision, training and performance evaluation.
  • Skill in the use of Microsoft Office Suite.
  • Ability to communicate effectively, in English, both verbally and in writing.
  • Ability to develop and maintain effective working relationships with others, including public and city staff.
  • Ability to write routine correspondence and reports, such as memos and status and activity reports.

Supplemental Information

Minimum Requirements

  • Bachelor's degree from an accredited institution in Geographic Information Systems, Computer Science, Geography, Urban Planning, or closely related field.
  • Three (3) years of successful experience in municipal or other government agency GIS system management.
  • Two (2) years of supervisory experience.

Desirable Requirements

  • A Geographic Information Systems Professional (GISP) Certificate.
  • Experience with ArcGIS Online.
  • Experience with SQL Server.
  • Demonstrated skill in object-oriented programming languages applicable to GIS, database, and web technologies.
  • Experience in the management of the ESRI ArcGIS suite of software, and Microsoft window applications and databases used within governmental agencies.

Supervision of Others

  • Provides direct supervision of GIS Team.

Physical Requirements

  • Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

CITY CONTRIBUTION

For 2026, the City contributes $1,590.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2026, the City contributes $804.50 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees.

MEDICAL INSURANCE

The City of Blaine offers a full cafeteria plan. All full-time probationary and regular City employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents on a family policy. Employees may choose from five options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both employee and employee+ policies. The following are the monthly premiums for each plan:

LONG-TERM DISABILITY

All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

RETIREMENT

Retirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employees annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the City.

EDUCATIONAL ASSISTANCE

All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

EMPLOYEE ASSISTANCE

All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the Citys expense. In certain instances, this benefit extends to the employees immediate family as well.

DEFERRED COMPENSATION

All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

HEALTH SAVING ACCOUNTS and/or FLEXIBLE SPENDING ACCOUNTS

All full-time probationary and regular employees are eligible to participate in the Citys pre-tax health savings account and/or flexible spending accounts for medical/dental/vision expenses and/or dependent care costs. Specific rules and regulations govern use and eligibility.

POST EMPLOYMENT HEALTH CARE SAVINGS PLAN (HCSP)

The city has implemented the Minnesota State Retirement System HCSP, which requires employees to save money on a pre-tax basis to pay medical expenses and/or health insurance premiums after termination of public service.

All probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.
